Richard Padilla Cramer, a 26-year veteran of the U.S. anti-drug complex was arrested by DEA agents last month and is behind bars in Florida awaiting the results of a Federal Grand Jury investigation. Cramer was arrested and jailed after U.S. Government officials accused him of directing a massive cocaine shipment to Spain via the United States, and selling vital information in law enforcement databases to a vicious Mexican Drug Cartel.

Cramer, as a high-ranking U.S. anti-drug official, held front-line posts both in the United States and in Mexico in regards to the War on Drugs. Cramer sometime later was investing in drugs and trafficking as a full partner in Mexico’s murderous drug cartels. According to records made available to the Laguna Journal, he led an office of two dozen agents in Arizona and others as the attaché officer for Immigration and Customs Enforcement in Guadalajara Mexico and worked with the U.S. Mexican Embassy in Mexico City and U.S. Consulate offices in Guadalajara and other Mexican cities.

According to documents obtained by this writer while employed as a high ranking U.S. law enforcement agent in Mexico, Cramer was also allegedly operating illegally by serving as a sort of secret agent and a full blown business partner of some of Mexico’s richest and most blood thirsty drug lords. According to federal investigators he was operating as a key Immigrations and Customs Enforcement agent who operated freely moving back and forth from Mexico to the U.S. He was allegedly “a secret ally of drug lords,” reported the L.A. Times.

A Mexican Drug Cartel boss “convinced Cramer to retire … and start working directly for (him) in drug trafficking and money laundering,” the complaint says. Cramer continued to sell secret documents that he obtained from active U.S. agents. This is a troubling aspect of the case still being investigated, the official said.

The charges underscore the corruptive might of the cartels, which have bought off Mexican politicians, police chiefs and military commandos. Drug lords have reached across the border with increasing ease, corrupting U.S. border inspectors and agents to help smuggle cocaine north. In 2006, the FBI chief in El Paso was convicted of charges related to having concealed his friendship with an alleged Mexican drug kingpin.

 

Cramer stands out because his rank and foreign post made his work especially sensitive, officials said. Stunned colleagues described him as a well-regarded investigator who spoke fluent Spanish and operated skillfully in the array of U.S. and Mexican agencies at the border when he ran the ICE office in the action-packed border zone of Nogales, Ariz., his hometown.

 

“It came as a complete shock,” said Santa Cruz County Sheriff Tony Estrada in a telephone interview. “I have been in law enforcement at the border 42 years and I have seen some weird things, but I have never stopped to be surprised. You have to be watchful and mindful. The cartels have touched local, state and federal agencies.”

 

Estrada worked with Cramer at the Nogales police in 1979, and encountered him periodically as Cramer rose through the federal ranks.

About five months ago, Cramer showed up at the sheriff’s office in the small county on the border, Estrada said.  He applied for a job as a county detention officer, which pays about ,000 a year, Estrada said. In contrast, Cramer’s federal rank probably commanded a salary of between 0,000 and 0,000, plus benefits, officials say.

Estrada, surprised, told Cramer that working as a jail guard would be “quite a drop,” the sheriff recalled.

  “The suspected criminal activity that Cramer has really been charged with occurred in 2007 while he was working as an Immigration and Customs Enforcement agent in Guadalajara, Mexico, according to a sealed criminal complaint issued on Aug. 28 by the U.S. Attorney’s Office in Miami,” noted the Arizona Star.

“Cramer’s duties as the ICE attache in Guadalajara included serving as a liaison with Mexican police,” the paper noted. “But the investigation revealed that he worked for ‘a very high-level drug lord,’ the federal official said. In a dark twist on the trend of former federal officials going into private consulting, the government veteran became a full-time adviser to traffickers after retiring from ICE in January 2007, Court documents reveal.”

Cramer allegedly advised traffickers on law enforcement tactics and pulled secret files to help them identify turncoats. He charged ,000 for a Drug Enforcement Administration document that was sent to a suspect in Miami by e-mail in August, authorities say.

“Cramer was responsible for advising the (drug traffickers) how U.S. law enforcement works with warrants and record checks as well as how DEA conducts investigations to include ‘flipping subjects,’” or recruiting informants, according to a criminal complaint filed by a DEA agent.

A spokeswoman for the U.S. attorney in Miami said Wednesday that she could not comment, but said that cases begun with complaints usually go before grand juries.

Arizona-based Green valley News and Sun added: “He is accused of negotiating cocaine shipments from Panama to Spain while he was working for ICE out of the Guadalajara office, according to the criminal complaint filed.“ The complaint also says Cramer and the smuggling organization invested about 0,000 in a 660-pound shipment of cocaine. The cocaine was shipped from Panama and went through the U.S. en route to Spain, where it was seized in June 2007.”

The U.S. government information he allegedly sold to the MDC’s “allegedly helped the Mexican drug lord conduct an internal hunt for [...] informants and so called turn coats and could have led to murders of U.S. informants and whose families were to be kidnapped in retaliation, one government official said who insisted on remaining anonymous.

 

The paper added: “Negotiations broke down between Cramer and the head of the trafficking organization that was looking for someone to blame for the losses in Spain. A fourth informant finally approached American law enforcement and told them he spoke with Cramer on a push-to-talk phone.

On Sept. 4, Cramer was extradited to Florida from Arizona to face drug trafficking charges, where he currently awaits trial.

Why It Is Ludicrous To Despise The Rich

Hillary Clinton, the current Secretary of State, commented at a recent speech she was giving that it was not excellent that some Americans make so much money. It seemed weird and out of place why she was discussing how much money Americans make relative to her capacity as Secretary of State. One would have thought, and hoped, that she would be focused on a few other things including:

- An impending war between North and South Korea.
- A naval confrontation outside of the Gaza Strip between Israeli naval vessels and an alleged aid convoy.
- Iran and its nuclear ambitions.
- The potential Russian sale of state-of-the-art anti-aircraft technology to Iran.
- The whole Israeli-Palestinian age ancient question of co-existence.
- China and the whole set of associated issues including trade, human rights, Tibet, Taiwan, etc.
- Japan and the continuing issue of stationing U.S. armed forces personnel on Okinawa which has already cost one Japanese leader his job.
- Mexico and the continuing illegal immigration problem.
- Continuing wars in Afghanistan and Iraq.
- The destabilization of Pakistan.

Looks like she has a pretty full plate and maybe should focus on her real job and leave American earnings alone. Plus, it is pretty simple to show that very rich Americans are also very charitable Americans, as a few of the following examples illustrate:

- Actress Sandra Bullock has contributed one million dollars apiece to the Red Cross for 9-11 needs, tsunami rescue efforts, and Haiti’s earthquake survivors. She has also donated many thousands of dollars to a Hurricane Katrina ravaged High School in New Orleans.

They have also have been involved in rebuilding New Orleans and Ms. Jolie has served on any number of United Nations charity efforts.
- Tiger Woods and his father, started the Tiger Woods Foundation several years ago to support youth education and youth activities. Regardless of what one may reckon of Mr. Woods private life, after the recent press reports, his foundation has been successful in supporting the youth of America
- In June, 2006, well-known investor Warren Buffet donated 85% of his wealth, at that time estimated to be about billion to a handful of charities including the Bill and Melinda Gates Foundation.
- Speaking of the Gates Foundation, it has been involved in numerous causes around the world including vaccines and immunizations, HIV research, infectious and tropical disease research, micro financing in poor countries, anti-poverty programs, green agriculture in Africa, national disaster relief, United States libraries, and education.

Thus, just this small list above proves many, many rich American citizens have made more positive differences in more people’s lives than they ever could have done if they followed Clinton’s tenet that some Americans “make too much money.” You could probably make a case that their “excessive” wealth has generated more positive results for humanity more efficiently and more effectively than any political class operated government program.

Let’s take a look at another example of why hating the rich is ludicrous. This example will compare and contrast Detroit, the largest city in Michigan, and Grand Rapids, the second largest city in Michigan. As background, consider the following data from the Federal government:

- Detroit had a population of 1,849.568 people in 1950 which has decreased by more than halve to 912,062 in 2008.
- Grand Rapids had a population of 176,515 in 1950 which has increased by about 10% to 193,396 in 2008.
- Detroit had the third highest unemployment rate among all Michigan metropolitan areas, according to recent Bureau Of Labor Statistics reports and was very close to having the highest unemployment rate.
- Grand Rapids had the third lowest unemployment rate among Michigan metropolitan areas.
- The primary industry in Detroit has historically been the auto industry which has been decimated by any number of factors.
- The primary industry in Grand Rapids has historically been the furniture industry which has been decimated by any number of factors.

Same state, same decimating of the dominant local industry but two radically different profiles from a population and unemployment perspective. Why the differences? Consider a recent review of the Grand Rapids tale in the May 24, 2010 issue of Fortune magazine by Alex Taylor III (note: this issue puts the decline in Detroit’s population even steeper, asserting that Detroit’s population in 2010 is only 800,000):

- Grand Rapids is the home of a large vibrant university, Grand Valley State University, that is growing.
- Grand Rapids has a newly redeveloped entertainment center with a new convention center and sports arena.
- Grand Rapids has a vital downtown with many operating business and government office buildings.
- Grand Rapids has a modern billion medical center with a cancer research center, specialized treatment facilities, and a medical school.
- A group of local private citizens, not government bureaucrats, got together in the early 1990s and place together a development plot, Grand Action. Grand Action has resulted in the above accomplishments, better economic statistics that would be expected of a Rust Belt city that lost is primary industry, and a better life for its citizens.

How was this plot possible:

- Jay Van Andel of Amway fame place together a set of private, non-government donors who raised million for Grand Action.
- A major gift from Richard DeVos of Amway led a million effort to raise money for the convention center.
- Devos and Van Andel sponsored the building of a new Marriott hotel downtown, according to the article.
- Fred Meijer, a major local supermarket player, helped finance a million renovation of the city’s Civic Theater. Meijer also donated money to help make a 132 acre garden and sculpture park.
- Peter Wege of Steelcase gave million to help fund a Grand Rapids art museum.
- Devos, Meijer, and other business people raised money and donated land so that the university could expand to other locations around the city.
- Van Adel also helped fund a new hospital institute for biomedical research.

What have all of these rich people and their plot accomplished, even though their personal wealth generation upsets and disgusts members of the political class? According to the article, Grand Rapids now has “a more stable economy, one that can better withstand the ups and downs of economic trends. Now manufacturing ranks as the region’s second leading employer, replaced at No. 1 by those sectors poised for the demographics of the early 21st century: education and health services.” Sounds like a pretty excellent deal which was accomplished with minimal government “help”, i.e. interference, waste, and incompetence.

And Detroit? According to the article, “for years, [Detroit] city leaders failed to deliver a long term vision of an economic future that could alleviate the impact of a declining auto industry.” Maybe they should find some of those “terrible” rich people that Hillary so despises, they seem to have done quite well in Grand Rapids with minimal government help, improving the life of people in that city.

While this is certainly and uplifting tale about Grand Rapids, there are two scary things to come out of the article and observations of people like Obama and Clinton. First, these politicians still do not get it, with “it” being that grandiose government programs never work, they just continue to eat up large chunks of taxpayer money but have nothing positive to show in return. The decline of cities like Detroit proves that historically, typical politicians from the two major parties are not capable of fixing anything while the success of Grand Rapids’ way of life and living environment was possible by rich local citizens. Second, it took Grand Rapids nearly twenty years to get to this spot, despite having a excellent plot that was implemented well. How long will it take, if ever, for Detroit to rebound since they do not even have a plot yet and their politicians have not shown any ability (yet) to implement anything well. Scary on both counts.

So Hillary, please check on that small Korean problem and work on that, allow Americans to still live in the land of opportunity. We will all be better off. Just question the people of Grand Rapids and the other citizens of the world who have  benefited from the rich, generous Americans “making too much money.”
