Corrupt U.S. Government official operating illegally with Mexican Drug Cartels for profit

By Michael Webster: Syndicated Investigative Reporter. Sept 19, 2009 2:00 PM PDT

As an ICE official he invested cash in global drug deals endangered the lives of U.S. and Mexican law enforcement by selling secret U.S. Government information to Mexican Drug Cartels (MDC’s) and ran huge cocaine shipments to Spain via US ports. Feds say he joined cartel full time after he retired from ICE.

Richard Padilla Cramer, a 26-year veteran of the U.S. anti-drug complex was arrested by DEA agents last month and is behind bars in Florida awaiting the results of a Federal Grand Jury investigation. Cramer was arrested and jailed after U.S. Government officials accused him of directing a massive cocaine shipment to Spain via the United States, and selling vital information in law enforcement databases to a vicious Mexican Drug Cartel.

Cramer, as a high-ranking U.S. anti-drug official, held front-line posts both in the United States and in Mexico in regards to the War on Drugs. Cramer sometime later was investing in drugs and trafficking as a full partner in Mexico’s murderous drug cartels. According to records made available to the Laguna Journal, he led an office of two dozen agents in Arizona and others as the attaché officer for Immigration and Customs Enforcement in Guadalajara Mexico and worked with the U.S. Mexican Embassy in Mexico City and U.S. Consulate offices in Guadalajara and other Mexican cities.

According to documents obtained by this writer while employed as a high ranking U.S. law enforcement agent in Mexico, Cramer was also allegedly operating illegally by serving as a sort of secret agent and a full blown business partner of some of Mexico’s richest and most blood thirsty drug lords. According to federal investigators he was operating as a key Immigrations and Customs Enforcement agent who operated freely moving back and forth from Mexico to the U.S. He was allegedly “a secret ally of drug lords,” reported the L.A. Times.

A Mexican Drug Cartel boss “convinced Cramer to retire … and start working directly for (him) in drug trafficking and money laundering,” the complaint says. Cramer continued to sell secret documents that he obtained from active U.S. agents. This is a troubling aspect of the case still being investigated, the official said.

The charges underscore the corruptive might of the cartels, which have bought off Mexican politicians, police chiefs and military commandos. Drug lords have reached across the border with increasing ease, corrupting U.S. border inspectors and agents to help smuggle cocaine north. In 2006, the FBI chief in El Paso was convicted of charges related to having concealed his friendship with an alleged Mexican drug kingpin.

Cramer stands out because his rank and foreign post made his work especially sensitive, officials said. Stunned colleagues described him as a well-regarded investigator who spoke fluent Spanish and operated skillfully in the array of U.S. and Mexican agencies at the border when he ran the ICE office in the action-packed border zone of Nogales, Ariz., his hometown.

“It came as a complete shock,” said Santa Cruz County Sheriff Tony Estrada in a telephone interview. “I have been in law enforcement at the border 42 years and I have seen some weird things, but I have never stopped to be surprised. You have to be watchful and mindful. The cartels have touched local, state and federal agencies.”

Estrada worked with Cramer at the Nogales police in 1979, and encountered him periodically as Cramer rose through the federal ranks.

About five months ago, Cramer showed up at the sheriff’s office in the small county on the border, Estrada said. He applied for a job as a county detention officer, which pays about ,000 a year, Estrada said. In contrast, Cramer’s federal rank probably commanded a salary of between 0,000 and 0,000, plus benefits, officials say.

Estrada, surprised, told Cramer that working as a jail guard would be “quite a drop,” the sheriff recalled.

“He said he wanted to keep being active, go back to his roots, keep busy,” Estrada said. “So we place him through … polygraph, background checks. We didn’t find anything suspicious.”

“The suspected criminal activity that Cramer has really been charged with occurred in 2007 while he was working as an Immigration and Customs Enforcement agent in Guadalajara, Mexico, according to a sealed criminal complaint issued on Aug. 28 by the U.S. Attorney’s Office in Miami,” noted the Arizona Star.

“Cramer’s duties as the ICE attache in Guadalajara included serving as a liaison with Mexican police,” the paper noted. “But the investigation revealed that he worked for ‘a very high-level drug lord,’ the federal official said. In a dark twist on the trend of former federal officials going into private consulting, the government veteran became a full-time adviser to traffickers after retiring from ICE in January 2007, Court documents reveal.”

Cramer allegedly advised traffickers on law enforcement tactics and pulled secret files to help them identify turncoats. He charged ,000 for a Drug Enforcement Administration document that was sent to a suspect in Miami by e-mail in August, authorities say.

“Cramer was responsible for advising the (drug traffickers) how U.S. law enforcement works with warrants and record checks as well as how DEA conducts investigations to include ‘flipping subjects,’” or recruiting informants, according to a criminal complaint filed by a DEA agent.

A spokeswoman for the U.S. attorney in Miami said Wednesday that she could not comment, but said that cases begun with complaints usually go before grand juries.

Arizona-based Green valley News and Sun added: “He is accused of negotiating cocaine shipments from Panama to Spain while he was working for ICE out of the Guadalajara office, according to the criminal complaint filed.“ The complaint also says Cramer and the smuggling organization invested about 0,000 in a 660-pound shipment of cocaine. The cocaine was shipped from Panama and went through the U.S. en route to Spain, where it was seized in June 2007.”

The U.S. government information he allegedly sold to the MDC’s “allegedly helped the Mexican drug lord conduct an internal hunt for [...] informants and so called turn coats and could have led to murders of U.S. informants and whose families were to be kidnapped in retaliation, one government official said who insisted on remaining anonymous.

The paper added: “Negotiations broke down between Cramer and the head of the trafficking organization that was looking for someone to blame for the losses in Spain. A fourth informant finally approached American law enforcement and told them he spoke with Cramer on a push-to-talk phone.

Mexican Drug Cartels and other drug traffickers use the Direct Connect for immediate communications that is offered by push-to-talk devices. The push to talk keyboard gives the MDC’s a better way to instantly communicate with friends, family and colleagues,” By combining Nextel Direct Connect with text messaging, Sprint customers have two of the most efficient ways to get business done wirelessly.”

The Java nabled Motorola Clutch i465 meets Military Specification 810F for low pressure, high and low temperatures, dust, shock, vibration and even solar radiation, featuring VGA camera, 1.8-inch screen with 128 x 160 pixels resolution, GPS, Bluetooth, and Group Messaging that allows for instant text communications with a large group of up to 20 people.

“Motorola Clutch was designed to give serious texters and talkers multiple ways to get the word out,” said Rick Gadd, vice president for Motorola Mobile Devices. “With a full QWERTY keyboard featuring shortcut keys, IM-style texting and push-to-talk technology which works like a verbal IM, Sprint customers are able to keep in constant contact, no matter how they prefer to communicate.”

While Cramer trained at a state law enforcement academy in Tucson with considerably younger cadets, a delicate DEA investigation of a Mexican drug ring active in Miami accelerated after more than two years in the making.

Working with four informants, agents had run across evidence implicating Cramer in corruption, the complaint says. In 2007, a cartel informant showed agents documents — four from the DEA database, one from ICE, two from the state of California — supplied by an American in Mexico named “Richard,” according to the complaint.

Agents identified the American as Cramer.

On Aug. 19, the DEA arrested Cramer at his house in a gated community in Sahuarita.”

On Sept. 4, Cramer was extradited to Florida from Arizona to face drug trafficking charges, where he currently awaits trial.

Sports and drug testing

world of athletics is an example of how the first test of the drug is used in the real world to prevent substance abuse and to ensure excellent practice. Nearly all international sports organization – especially the Olympic Committee – and many national athletes are required to submit to a urine test or blood test is to determine whether or not his athletic talent is natural, or because of performance enhancing drugs.

Of course, not all drug use in sport is to improve performance – also known as “doping”. As expected, professional athletes are more likely than anyone to delight in the recreational use of illicit substances.

But, unlike the others, these athletes will face drug testing a semi-regular basis. Even drugs that increase throughput, probably even have an effect on him, and a urine test showing that substance abuse can cause problems for an athlete – even if such use is less controversial than the doping the world sport and is one less worry for the organizers. Sponsors, managers, entrepreneurs and fans can do about it, /> Regardless of drug use, but, the “doping” was one of the main concerns in athletics and sport since 1960 . This is especially right in some sports. The American National Football League (NFL), the track organizations and sports field such as the Olympics and professional endurance sports like mountain biking are particularly affected by doping. All these sports have been particularly affected by the revelations of the 1980s, when several prominent athletes confessed to regulate the use of anabolic steroids during training.

In general, urine tests are the primary screening tool in the fight against doping in sport. This type of test can detect the vast majority of performance enhancing drugs and is also much simpler to collect samples for blood tests.

But, both tests of urine and blood that can be done with many of the same methods. The most common is gas chromatography and mass spectrometry.

In the first case, the body fluid sample with a solvent vaporizes gas and placed in a testing machine. Different substances dissolve at different rates in the gas and, above all, be in a gaseous state by a single period of time called “retention time”. This material comes from the gas is absorbed in a liquid or a solid position in the machine, and then analyzed by a detector. This report to the retention time of each sample, compared to standard drug samples and urine / blood identity and quantify the level of a substance in each event.

mass spectrometry, the samples were separated into their component particles using an electron beam with the fragments transmitted through a long tube with a magnetic spectrometer detector. It detects ions of each substance in the sample, each has a unique “fingerprint” based on their mass to charge. The system can then show that the substances are in what quantities in the sample, and compared with standard samples can identify and quantify new drugs that were used by the athlete.

involvement in drug abuse the UK economy

addiction is a serious problem of modern society. Influence nearly all areas of social and individual life of the person. It has a negative impact on the situation, economic development and cultural crime. In my article I will focus on the negative impact of substance abuse on the UK economy and the government refuses to how this issue.
By studying the impact of the drug industry on the economy and each individual separately is necessary to consider three broad categories of illicit drugs. First category consists of illicit drugs are produced from natural products and this group includes drugs such as morphine, heroin and opium. Second category consists of synthetically produced illicit drugs and includes drugs such as amphetamines. Psychoactive drugs are the last category. It is necessary to note that different groups of drugs have different effects on the economy. Drugs can have different effects on the life of an individual. You can take the place complementi or replacement. In cases where the person is really an edict of drugs is very likely that it will take more than one type of medication. Research has shown that drugs of second and third groups are most often used to supplement the drug in the first group. Each group of drugs has a different impact on the metal, the physical and emotional state of an individual and the use of different drugs makes the study of the problem more hard. As making it hard to study the economic effect of complement or substitute drugs, which must also be taken into account.
Drug abuse has strong negative effects on the British economy. “Research commissioned by the European Community noted that the identifiable costs of drug trafficking and abuse amounts to 0.2 million in the UK 43, equivalent to 0.4 percent of GDP per capita is about . Of this amount, about 85 percent of the value of stolen property, if clearly identified crime as the most vital side effects of drug addiction. “(European Commission). Every day, the country loses millions of pounds due to drug abuse. Unfortunately, the problem of drug abuse tends to grow and addiction causes more hurt in addition to the economy. Money that could have been invested in health care or development of the educational sphere, is dedicated to the fight against addiction. “Based on estimates of about 130 from 000 to 150,000 hard core of offenders, the average annual cost to society for what they were drug addicts around £ 13,000, or about 100. “(European Commission).
The influence of the drug is so strong that it affects many areas of the country. First, the influences at work, employment and productivity. The impact of addiction on productivity is negative. A fantastic impact on the labor market by reducing the level of productivity. Research shows that the level of unemployment edicts of drugs reaches 60% (Mott). Unemployment is a serious disease, which also has a negative impact on the economy the pharmaceutical industry makes jobs that offer no benefit to legal institutions.
The huge profits made by drug traffickers bring no benefit to the state and undermine the country’s economy.
The estimated loss caused by drug abuse to the UK economy is over a year dollars. (European Commission).
The next field of the economy affected by substance abuse is the pricing policy and thus the incomes of citizens. What is remarkable, research shows that drug abuse affects the income of the entire population of the country. Research has also shown an inverse correlation between income levels of citizens and their participation in substance abuse. This means that poor people are most

Drug abuse has a strong negative impact on the situation of crimes in the country hard.
The deteriorating criminal situation may also have a negative impact on the economy. First, the increased costs of police, prisons and courts of the interview. It also increases the flow of “dirty” money and drug money is transferred to the production of objects of lasting value can also have a negative impact on the economy. Large amounts of drug money can cause inflation. Money laundering and enforcement of criminal law can help bring potential harm to the economy. Dirty money laundering gangsters ruining the business of honest people, because they can afford to reduce prices in order to wash black money. In addition to the illicit proceeds of these organizations are not listed on tax returns and the country is losing money this way too. And although the rate of money laundering is relatively low in Britain and only one percent of 1 to 1.5, compared to 20 to 30 percent rate in some countries in Asia continue to cause serious hurt to the economy (Levi). Sometimes, money laundering is very hard to distinguish or differentiate to spend the money simple. We must remember that money laundering is a crime then spend money is part of the rights guaranteed by the Constitution.
The UK government has developed different techniques to fight against drug addiction. Suspicious activity reports (SAR) used by the British police and the tax police are directed to control money laundering. Reports to produce a large amount of research on money laundering possible. Unfortunately, they produce many cases to investigate, but that does not mean that the success of research and that all transactions alleged “are linked to criminal activity. The government has taken 15 years to build the fight against money laundering control. had a positive impact on the control of drug distribution, but in reality, very often “inefficient regulatory requirements in controlling money laundering are often the rule than the exception, prompting the comment that the impressive instruments amounted to small more than a facade of control. “(Levi, 45).
Addicts become a health and financial burden to society. Distribution of drugs results in the emergence of more drug users and spending increases in the health field. The government has to spend large sums of money from drug companies and drug treatment. The course of treatment in the institutions of drug addiction is very expensive and of course it is usually not enough to return to the person a normal life. It is clear that this money is taken from the budget of the country and brings hurt to the economy.
The fight against drugs and legal costs represent about 9 percent of overhead costs of drug abuse (European Commission).
Maintenance of prison for about 5 percent of this amount. Medical care and medicine and rehabilitation costs 2 percent of the global level. (European Commission).
Premature mortality, lost revenue and reduced productivity are the direct causes of addiction. And although its share of losses of other consequences of drug abuse is relatively low, but should also be considered.
The negative effects of terrorism in the country’s economy is a fact. Recent research shows a relationship between the distribution of illicit drugs and terrorism. Very often, the drug lords to invest in the development of terrorist organizations.

The Mexican drug cartels murdering U.S. informants on American soil

Michael Webster: Syndicated Investigative Reporter July 28, 2009 11:00 am PDT

El Paso, Texas – Mexican drug cartel known member Jose Daniel Gonzalez was killed on American soil in El Paso, Texas. Gonzalez, police said acted as an informant for U. S. Government provide vital information on the family of Mexican drug cartel. There are modes of operation, the drug routes and privileged information known to the senior members of the cartel. Evan if Gonzalez was an active informant was under American protection agencies of law enforcement of powerful Mexican drug cartels were still able to attack and kill Gonzalez.

According to Alicia A. Caldwell with the APNewsBreak reported today that the eight bullets that killed outside his home Gonzalez just doors from the main house of the city of El Paso police. The rain of automatic gun fire was shot at close range and left small doubt about its message.

Gonzalez, a Juarez cartel lieutenant shot his cul-de-sac stage this spring, come to light. According to reports Gonzalez has done work for U.S. officials as a confidential informant.

Sources close to the investigation told the Laguna Journal. This can be justified in the first murder carried out by the Mexican cartel hit men although there have been other alleged murders in Phoenix, New York and other parts of the States. The federal government suspects that his murder is the first time that the killers of a drug gang violence in Mexico killed a ranking cartel member on American soil.

Report Caldwell said experts told him that murder is a growing boldness of the posters on this side of the border that will likely lead to more deaths.

“They shot him near,” said Police Chief Greg Allen. “Whoever he wanted to make sure you knew it was revenge.”

Alerts sent to the police last year warned that Mexican drug lords, including the head of the Sinaloa cartel, Joaquin “El Chapo” Guzman, has publicly given permission to hit men across the border in search of goals.

“There is a growing number of (cartel) leaders living in the United States, probably to escape the law or their enemies in Mexico, making it one of the risks increased in In recent years, “said Stephen Meiners, an analyst for Latin America tactic by Stratfor, a global intelligence company based in Austin, Texas.

“There is a possibility that this could get out of hand,” he said.

Shannon O’Neil, a Latin America expert at the Council on Foreign Relations, said he knows of no other high-level assassinations in the United States, but fears that it will not the last.

“We started to look more boldly near the border on the Mexican side and American side,” said O’Neil. “Once these organizations firmly established in Mexico and the United States, will kill all levels.” Gonzalez, a legal immigrant of 37 years who lived with his family in a deadlock in an expensive neighborhood, was killed May 15, 2009 in front of his spacious house. His wife, Adriana Solis, and the couple’s two children shortly after they fled.

Two federal agents and a local official told The Associated Press that Gonzalez was the presentation of information on the activities of cartels The U.S. Immigration and Customs Enforcement, which in recent years has taken a more large cross-border investigations of drug trafficking. An official said that federal investigators monitored the activities of Gonzalez and his whereabouts.

The officials spoke to AP on condition of anonymity because they were not authorized to speak publicly about the case. In a statement sent to the AP, ICE spokeswoman Leticia Zamarripa said, “ICE’s policy is to discuss and review issues relating to confidential informants.”

Cartel gunmen affiliated with the violence, and fatally, disciplined low-level drug traffickers based in the U.S. United States, but, El Paso police said Gonzalez was a lieutenant of the Juarez Cartel, which traffics marijuana, cocaine and heroin. The poster was one of the most perilous in Mexico, but has recently lost some standing because of arrests, deaths and infighting.

Los Angeles Times reports that El Paso police have not yet official reason for the murder of Gonzalez, but the chief Allen said detectives are working on the assumption that a colleague found that the cartel it was to discuss illegal activities with federal agents.

Allen, who lives behind the house and heard the firing of Gonzalez’s court, told the AP that he and other local authorities knew Gonzalez was involved with drugs in the past, but had no thought that was both a gangster and informant ranking Mexican federal government. He is mad, not a single case was reported that his department must now solve a local murder is considered.

cooperation as crucial to the success of federal and state agencies that fill El Paso, one of the largest in the country, border towns and a major inland port.

The week after the murder during a tense meeting of a multi-agency group called High Intensity Drug Trafficking, Allen said he told federal authorities that their cooperation in the future depends of them to keep their information department of their business.

“How can that happen in your neighborhood?” Said Allen told those present.

The bullets that killed Gonzalez were fired at close range so that three could have traveled through his body and lodged in the stucco wall of a neighbor and a parked car. A bloodstain still marked the street where neighbors sat down to watch the children play. Now, in addition to Allen, the people living in the neighborhood of Rancho del Sol are too frightened to speak publicly about Gonzalez and his family

Aldo Valderrabano lives around the second home of Gonzalez, 1800 low. – square two-tale house used to live in a small over a mile away. Gonzalez said the family went to the 5000, 3300 square foot house that appears in the name of Solis, a few months after he mysteriously lost three fingers last year.

Solis Valderrábano wife visited the hospital and said Solis would only say that the fingers were lost “in an accident.” She had no other apparent injuries. The family has not been seen since the shooting, although Police spokesman El Paso, Javier Sambrano said investigators are in contact with them. He said Solis and her children are left in an unknown place, “a movement that has its own”.

Gonzalez appears in commercial records only contact the new King (“King of New” in Spanish) transport company, which shares an address with your home. Federal Express packages the company has continued to rise on the porch of Gonzalez for several weeks after the shooting. Records show the company has annual sales of about 000.

It also appears that the only contact address for Gonzalez Auto Parts, letters and colors and care Transport Gonzalez. Neighbors said they saw no evidence of any activity related to these companies at home.

Valderrabano said Solis told him that the family was from Villa Ahumada, Mexico, a small town south of Ciudad Juarez has been virtually taken over by the fighters of the cartel in recent months. Gonzalez said a family food stand in Ciudad Juarez, a city of about 1.1 million adjacent to El Paso and is now occupied by the Mexican army in the government’s fight against the drug gangs.

But, while in El Paso, Valderrabano said, Gonzalez and his family were very nice. . Children in families often played together

“They were very silent, we had no problems with them,” said Valderrábano

Mexican Drug Cartels Using Terrorist Beheading Tactics

By Michael Webster: Investigative reporter April 20, 2008 10:30 PM PDT

Mexican Drug cartels are ordering decapitations blind folding and hooding victims before they shoot them. The Cartels are sending a chilling message to the Mexican President Felipe Calderon Administration by adopting methods of intimidation made notorious by Middle Eastern terrorist groups. New Terrorist Bases South Of The Border

At least 40 people have been decapitated in Mexico so far this year, with heads stuck on fence posts, found in trash bags and heads being tossed onto a nightclub dance floor for all to see. Mexican drug cartels and terrorist are recruiting for more fighters to train as soldiers

The Felipe Calderon Administration has said the wave of bloodshed knows no politics; it is ravaging state governments controlled by each of Mexico’s three major parties. He singled out Mexico City and the northern states as being especially hard-hit.

“It seems to me that drug violence has overwhelmed the governments of the PAN, the PRI and the PRD,” Calderon said in a radio interview.

He says murder and mayhem fueled by drug smuggling have overwhelmed the governments of the nation’s capital and key states across the country.

The PAN is the ruling National Action Party, while the Institutional Revolutionary Party, or PRI, controlled Mexico’s presidency from 1929 until losing to President Vicente Fox in 2000. In the July 2 presidential election, Calderon, of National Action, barely beat leftist former Andres Manuel Lopez Obrador of the PRD, or Democratic Revolution Party.

Calderon called for legislative and law-enforcement efforts to curb drug violence across party lines “in a very coordinated way.”

The U.S. Embassy in Mexico City has long expressed concern about the growing wave of violence along the northern border, where people are gunned down with automatic weapons nearly daily, and dozens of Americans have been kidnapped held for ransom and some killed. Americans Being Kidnapped, Held and killed in Mexico

]]>

Authorities say more than 3,500 people have died in Mexican drug violence in the last year.

Narcotics investigators on both sides of the border attribute the spike in killings to a territorial war between drug gangs battling for control of lucrative smuggling corridors into the United States.

But U.S. Ambassador Tony Garza recently extended warnings to say Americans should use extreme caution when traveling anywhere in Mexico.

“The bottom line is that we simply cannot allow drug traffickers to place in jeopardy the lives of our citizens and the safety of our communities,” Garza said in a statement Sept. 14.

Drug related killings in Mexico that have included beheadings which have occurred in Guerrero, home to the Pacific resort of Acapulco, Tijuana, Juarez, Nuevo Laredo and in Calderon’s native Michoacan state, in central Mexico west of the capital.

Masked gunmen burst into a seedy nightclub in the Michoacan city of Uruapan, fired guns in the air and rolled five severed human heads onto the dance floor.

The gunmen left scrawled notes on pieces of cardboard, a tactic that has suddenly become common in Michoacan and elsewhere. The notes made reference to “the Family,” while other beheadings in Acapulco and elsewhere have referenced the letter “Z,” suggesting the involvement of “Las Zetas,” a group of former elite Mexican soldiers now working as hit men for the Gulf drug cartel. They’re known as “Los Zetas

On Tuesday, police recovered the body of a man who had been shot 24 times with machine guns in the Michoacan city of Turicato. Messages had been attached to the unidentified, 35-year-ancient victim’s body, including “Anti Z” and “greetings, Z family. This is for the traitors to their country,” the government news agency Notimex reported.

Investigators say Michoacan is a base for powerful cocaine, marijuana and methamphetamine smugglers with ties to some of the countries largest and most-violent drug gangs.

The U.S. and Mexican border cities have jumped in gang-related killings since the beginning of the year. The Mexican government has described the violence as revenge for President Felipe Calderón’s year-ancient crackdown on organized crime that sent thousands of soldiers and federal police into violence-plagued Mexican cities bordering the United States.

The government reports that Mexican drug cartels and gangs operating along the Southwest border are more sophisticated and perilous than any other organized criminal enterprise. The Mexican cartels, and the smuggling rings and gangs they leverage, wield substantial control over the routes into the United States and pose substantial challenges to U.S. law enforcement to secure the Southwest border. The cartels operate along the border with military grade weapons, technology and intelligence and their own respective paramilitary enforcers.

Recently Mexican troops where sent to CD. Juarez Mexico across from El Paso Texas to stop the drug related violence. This latest Mexican troop movement places more than 30,000 Mexican troops combating the Mexican cartels throughout the country. This operation, dubbed Operación Conjunta Chihuahua, by the Mexican army is expected to provoke a violent response from Mexican drug cartels, officials said. the state of implementation of the strategy against drug abuse was reviewed annually by the reports of the Economic and Social Council (ECOSOC) of the General Assembly. illicit drug abuse is a major health problem related to the United States, millions of people are addicted to drugs and ruin their precious lives. By analyzing the problems of drug abuse in my medical career of 30 years, the family has been significant fluctuations in the drugs that have been well loved. After the major prevention campaigns in the United States, for example, the upward trend in drug use among eighth graders was reversed studied in the UK found that two years after the end of treatment, regular use of heroin and acquisitive crime are reduced by half. Similar studies in the United States have also shown that participation in illegal activities could be reduced by half. heroin and cocaine a week were reduced to two-thirds, one year after the end of treatment, the National Institute for Research on Drug Abuse showed that young people are less likely to use drugs if they adults are involved in their lives, setting clear rules and reporting drug use is unacceptable. Inform young people about the dangers of substance abuse is necessary but not sufficient in itself to prevent the onset of drug use. The countries reporting increases in drug abuse in the 1990s, compared to the decade of 1990, reversing the previous upward trend, while the number of countries reporting declines has increased at least in part, may be the result of better prevention and control activities of other drugs. The National Institute on Drug Abuse (NIDA) definition of addiction as “a chronic relapsing brain disease, which is expressed in forms of behavior and occur in a social context,” says one is having problems to treat this condition. Drug prevention in the workplace is a huge responsibility. In this context, the United Nations Convention against Transnational Organized Crime, signed in Palermo in December 2000, should also help to intensify the fight against transnational organized crime all its dimensions, including drug trafficking, in addition to three existing conventions of drugs, “1961 (narcotics), 1971 (psychotropic substances) and 1988 (drug trafficking, including money laundering).

Mexico and the U.S. join forces against drug cartels in Mexico

By Michael Webster: Syndicated Investigative Reporter. August 1, 2010

The 22-month multi-agency investigation called “Project Deliverance” resulted in the arrest of more than 2,200 people and the seizure of $ 4 million in U.S. dollars, 1262 pounds of methamphetamine, 2.5 tons of cocaine, heroin, £ 1410, 69 tons of marijuana, 501 weapons and 527 vehicles.

announcing the latest arrests,

“The operation has been cross-border our largest and most successful effort of law enforcement to date targeting these deadly cartels, “said Holder. “Our goal was to attack not only the operations of the cartel, but networks of individuals in the United States, the key cartel distribute drugs in our country and the smuggling of cash and guns out of it.”

The latest wave of arrests, Holder said, describing how some 3,000 American agents and officers were deployed in 16 states. The action led to the arrest people and the seizure of more than 90 kilograms of heroin, more than 2900 kilograms of marijuana and other illicit drugs. More than a million were also seized, he said.

Project Liberation has so far resulted in criminal charges against more than 2,200 people, including Carlos Ramon Castro-Rocha, the alleged leader of the organization of drug trafficking Castro-Rocha. He also led the seizure of more than 4 million. Tons of Cocaine, heroin and methamphetamine and more than 500 weapons, said Holder

Head also congratulated the Mexican government for its role in supporting law enforcement and the joint efforts of both governments. More than 300 U.S. agencies including the FBI and DEA, are part of the working group.

Recently, the Mexican drug trafficker arrested Ignacio “Nacho” Coronel his death during an operation of the Mexican army.

which are also challenges long-standing notion that Mexican government officials at the highest level helped the Sinaloa cartel win the war against drugs. Coronel was the No. 3 of the band led by Joaquin “El Chapo “Guzman, Mexico’s drug lord most wanted.

According to the Mexican authorities of the attack was purely an operation in Mexico. But, the application of state law- States recognizes that the U.S. Intel plays an vital role. But, the Mexicans insist that unlike other recent attacks targeting drug lords were based on U.S. intelligence, Mexican authorities said after a month of work intelligence, the Mexican army was concentrated in Colonel in his mansion on the outskirts of the scale of Guadalajara, Mexico.

The most powerful medicine the world has had fantastic success when soldiers killed the drug lord in a shoot, and his death will probably mean more violence as factions fight for smuggling cocaine and methamphetamine empire corridors he had left.

“I am absolutely convinced that this will impact the ability to … Sinaloa federation to go their drugs, at least in the small term, “said Dave Gaddis, deputy head of operations for the US Drug Enforcement Administration.” They need time to rebuild. “

Continue the attack Friday, soldiers killed Coronel’s nephew, Mario Carrasco Coronel, in a shooting in the suburb of Zapopan.

Ministry of Defence said in a statement that Carrasco Coronel was one of the possible successors of his uncle. The soldiers opened fire, wounding one, before he was killed, the department said.

Methods and controlled cocaine trafficking routes that stretched from the Pacific coast of Mexico coast and the interior of Arizona.

Head said the latest attack on the drug cartels here in America was only part of an ongoing effort by the U.S. government.

“Without a doubt, these detentions and seizure operations are closed drug cartel and impact on the ability of traffickers to go drugs to the United States, “said Holder. “These operations have a significant blow against the cartels, but make no mistake: we know that the success of this operation was, it was just one battle in what is an ongoing war will continue to address these perilous cartels wreak havoc on both. sides of the border, and we will continue to target them with every means available to the federal government and state and local partners. “

Obama promised to increase security when he recently met with Calderon, Mexican President Felipe.

Eric Holder United States Attorney General has welcomed the release of project he says has led to Mexican drug cartels and smuggling of drugs, weapons and money across the border. This means to go to Mexico fulfill the promise of Presidents, the President of Mexico at its last meeting in Mexico.

Government always – Do we really want our politicians are agile enough to solve the problem of drug trafficking ?

One of the main problems that this country is losing the war against drugs. He started forty years ago, all levels of government of the United States have probably spent over a trillion dollars and has made small progress in the battle with narco state law is evolving right under our southern border, a state of lawlessness perverted by the excessive profits of the drug. Consider some recent news articles that illustrate these points of anarchy and violence of drug cartels

– A recent article in The Huffington Post reported on the murder of a Mexican mother who had been protesting against the governor’s office in Mexico to demand justice for her daughter killed recently. Three judges were suspended for the release of the prime suspect in the murder of his daughter, who apparently turned around and killed the mother of protest, a murder that was recorded on a video security. The killings took place in Ciudad Juarez, where more than 3,000 people were killed in fighting drug gangs in 2010. That is more than 2600 people who died in 2009. Of the 2600 murders in 2009, there were 93 cases of murder was opened and only 19 convictions. This calculates to open a case and a conviction rate of 3.6% down from 0.73%

-. Even if the murderer of the mother had locked himself in a Mexican jail, there is no guarantee that they have stayed. Another recent article in The Huffington Post reported that more than 150 prisoners escaped from a prison in northern Mexico, a break was probably facilitated by the prison staff. The local government has issued a statement saying: “. The State is not able to keep [the violent prisoners] to escape” does not look like a very safe prison system if those who openly acknowledge that running, they can not stop the leaks “. br />
The article indicates that the area where the prison was also affected by the violence between drug gangs and the Gulf Zeta. It is not known if the threats of the guards by the bands or financial incentives to help groups guards fled, were factors, but obviously they were worthy of investigation. Therefore, it is likely that the influence of drugs were involved in one way or another

-. The Associated Press reported Dec. 15, 2010 as a U.S. Border Patrol agent was killed in a shooting near Nogales, Arizona, the busiest corridor for smuggling and drug trafficking from Mexico to U.S. officials estimate that half of the marijuana seizures along the southern border of the United States in this area, which is also the busiest point of entry for illegal immigrants. The scary thing is that this report will fight to the death and the weapon was not just over the border, but 13 miles of the border, when a group of gunmen exchanged fire officers. Two months ago, Secretary of Homeland Security, Janet Napolitano, had boasted that the border is more secure than ever. The family of the murdered agent might disagree with his /> – The Associated Press reported November 25, 2010, the U.S. police found a cross-border tunnel between Tijuana, Mexico and San Diego was a way for drug smuggling Mexican drug cartels in the country. The tunnel was the second tunnel learned in the month, which raises the question how many other, tunnels drug could be learned there.

Police found 40 tons of marijuana in the tunnel system, which was equipped with lighting, ventilation and a rail system to go drugs across the border and to extend the mandate of seven football fields. On the Mexican side of the border at the tunnel entrance was reduced by more than 80 feet to a wood floor and covered the American side the entrance was 50 feet deep

-. Other press reports about the drug cartels and Mexico in 2010 included a raid in the southern United States, where he found a fully submersible submarine, to be used for drug trafficking, under construction in the jungle, the murder of a U.S. citizen they went on skiing vacation on a lake between Mexico and the U.S. border, and the recommendation of the Mexican government that Mexican citizens to return to Mexico for vacation travel in convoys and daylight for their own security against bandits and drug cartels.

Whatever the politicians and the government is not working, but costing us billions and billions of dollars a year. The demand for illicit drugs has not decreased significantly, while the obscene profits made by filling out this request resulted in an element of criminal violence and suppliers. With the death of a border services officer 13 miles of the border, we witness the first migration of Mexican lawlessness and increasing violence in our country.

those who bring violence are not common street criminals. If you are able to dig smuggling tunnels and sophisticated submarines fully operational, we are faced with a force of well-funded, well organized and focused criminal force can more or less corrupt, threaten or kill a Mexican official interrupt their operations.

Compare your skills with the American political class, a group of politicians that the list to pass a law that regulates the volume of television commercials on major achievements in 2009. If we allow our politicians and their approach to problem solving to counter this threat, who do you reckon wins?

returns to New York Times writer David Brooks called “the government is.” It is highly unlikely, after more than four decades, the current group of politicians in this country are smart enough and agile enough to repel successful migration of violence likely to drugs in this country. The drug cartels are focused, well organized and flexible, the descriptions of three that are never applied to our political class.

That we are facing the immobility? A apporach is impanel a special commission of intelligent Americans, politicians and doctors lobbyists, zero to one aspect of the drug market, legal and illegal. It would build on the expertise of economists, sociologists, medical experts, experts in drug abuse, experts in the fight against drugs, legal experts, etc., and also on the experiences of other nations that have been less successful in changing their approach to addiction every social issue.

Work Group would result in a small set of alternatives to the question set, alternatives to be voted by the American public, bypassing Congress and the political class is still all. The most well loved alternative, as determined by voters who have examined the advantages and disadvantages of each option, as determined by the jury, would be held throughout the country. This time would be to restore the power democracy for the people, while ultimately improving the lives of the country’s drug cartels and violent intrusive.

The state government in California is currently spending much of their budget on prison systems in the school systems of the student. By changing our approach to the war against drugs, maybe, just maybe, we can stop this kind of madness of our politicians. But, only the end if we find a way to avoid stagnation. After forty years, it is likely unhighly follow the advice of an ancient song and start to “Go Mobile”.

Drug Offence Lawyers

Usually, possession would entitle the offender to 2 years in prison and/or a fine. But, trafficking could result to a lifetime of prison. If trafficking becomes the issue, contact the nearest Drug offence lawyers straight away.

Drug offence lawyers have the necessary skills to represent you in the court of justice. Lawyers are also capable of coming up with evidence from items in the vicinity down to DNA analysis which can prove your innocence. Their contacts within the research, chemical, and pharmaceutical industry will be helpful in gathering evidences to support their case as well. It is vital to get in touch with an attorney that has access to all these to get the best defense possible.

Legality

]]>

For drug activity to be considered illegal, the quantity of drugs, their classification, and the purpose of possession are first identified. Also, the Controlled Substances Act uses the following as criteria for controlling a certain type of drug:

Potential for abuse
Evidence of its effects
Data regarding a drug’s substance
History of abuse
Extent and significance of abuse
Risk to public health
Its psychic or physiological dependence liability

The most common drugs involved here are those with small medical benefits and are addictive such as Heroin, Lysergic acid diethylamide (LSD), Mescaline, Marijuana, and Peyote (also known as Schedule I drugs). But, this does not mean these are the only drugs being controlled; prescription drugs may also be grounds for illegal activity when abused.

Services

Bail is probably the most sought-after service from drug offence lawyers. When police authorities do not allow bail on certain criminal offences, the attorneys may prove possible justification for the bail of their clients. There are several defenses that can be used against drug possession.

Some of these include the lack of knowledge behind the possession (e.g. someone puts pills in your pockets), prescription of the drugs (despite the lack of medical benefits of most Schedule I drugs), certification that the drugs are for research purposes, and certification that they are used for police activity. Drug offence lawyers are also well versed with traffic cases and are there to investigate further any sighting of drugs found in vehicles which are subjective to a lot of assumptions in numerous possible occasions.

Drug Rehabilitation abuse in the UK: DTTOs and RRD

1 Introduction The link between crime and drug use is a fact reinforced by a large amount of empirical evidence, and certainly not a claim based on weak assumptions. This is the link and the solid foundation on which the state has led to the design and implementation of rehabilitation programs for inmates in the United Kingdom, as in the United States, Australia and the nations of Western Europe. Like Johnson, Lipton, and Wish (2001) clarifies, given the link between drugs and crime, the implementation of rehabilitation programs for drug addicts in prisons can be defined as a strategy to reduce recidivism rates and safe reintegration of offenders into society. It is, in other words, an integral part of rehabilitation programs for prisoners the possibility of recurrence of their underlying causes, in this case, drugs.

without claiming that drugs are responsible for all recidivism rate higher than the UK is currently suffering, is one of its major causes (Burnett, 2004). rehabilitation programs for offenders have the potential to significantly reduce recidivism rates and, consequently, reduce the national crime rate in general (Burnett, 2004). In fact, Burnett (2004), a criminologist and expert on Offender Management and Research, said the order of detox and testing (DTTOs) and drug rehabilitation requirement (DRR), which evolved from it, are derived empirically tested the relationship between drugs and crime and who are motivated by the need to reduce the rate of crime against the nation by a leading cause of recidivism. This research, but, not proceed from a premise of unconditional acceptance of the correlation between substance abuse and crime, therefore, the recurrence rate of reduction and treatment. But, a critical analysis of research attempts to divert drug users outside of the prison system and reduce recidivism rates through their inclusion in drug treatment programs, with particular reference to the RRC and DTTOs. The first study will start with the identification and definition of key concepts, after which he talked about the relationship between drugs and crime, the examination of causal models of drug-related crimes and then examine the extent to which DTTOs RRC and solutions have become at least partially, the problem of the investigation.

2 Summary of key terms

Research has four key terms. In this small section of the study will suffer and define each.

2.1 Treatment Drugs

DTTOs and orders for testing, a type of prayer in the community, introduced under the Crime and Disorder Act 1998 (Hough et al., 2003, p. 1). As Hough et al (2003) clarify, DTTOs “were designed as a response to evidence of the relationship between problem drug use and acquisitive crime.” As such, they are an overview of the sentence is to rehabilitate drug addicts and large, thereby facilitating their reintegration into society and reduce the possibility of recurrence.

2.2

RRD A Ministry of Interior (2005) publication of the requirement of detoxification program drug rehab, which came into force in April 2005 to replace DTTOs. The Ministry of Interior (2005, Section 3) defines DRR as “the main delivery route for drug interventions within the community penalties for adult offenders. It is a treatment (either in the community or in a residential) and regular drug testing. “

2.3 TerapéuticaProgramas Community

therapeutic community rehabilitation programs have been the first drug specifically for prisoners. It is based on the assumption that the use of hard drugs and crime are inextricably linked and that reducing recidivism depends on the rehabilitation of addicted prisoners (Palmer, 2003). DTTOs, as Palmer (2003) has evolved in the construction of the therapeutic community.

2.4 Problem drug users

users drug problems are hard drugs and alcohol. Its dependence, according to several researchers, reduces your ability to lead productive lives, as the constructive role of the community and members of society and often grows in crime as a strategy to support their habit (Sampson and Laub, 2001, Raynor and Vanstone, 2002).

3 Connecting Drugs and Crime

Although several studies have examined the relationship between drugs and crime, these studies n have not always distinguish between alcohol and illegal drug use. Many studies only examine the pharmacological effects of alcohol or drugs, while others are examining the economic relations between drugs and crime.

3.1

empirical evidence Alcoholla suggest that alcohol plays an vital role as a factor in violent crime. In fact, alcohol was a key factor in the increase in homicide rates since 1960 (Parker and Rebhun, 1995). Based on his study of the relationship between drugs and alcohol to violent crime, Parker and Rebhun (1995) concluded that alcohol is more associated with violent crime than any other drugs. Specifically, alcohol has played a major role in the murder, rape, assault, and child and spousal abuse than any other illicit drug. In a review of the pharmacological effects of alcohol and cost compared to the crack well loved drug, Parker and Rebhun (1995) found that alcohol was evident in about 20 percent of all violent crimes, while the crack was a factor by only 3 percent. In The same study found that 17 percent of all crimes against property occurred while the person was under the influence of alcohol.

Studies show that more than half of all homicides and assaults involve alcohol consumption (Collins et Messerschrnidt, 1993; Roizen, 1993). Through interviews of detainees and fallow Spiess, 2000 (2000) reported that about one third of prisoners report of the commission of crimes under the influence of alcohol. In fact, studies at both individual and large-scale, Cook and Moore (1993) found that rates of homicide and other forms of criminal activity were positively correlated with the availability and alcohol consumption per capita. They further argued that in cities where efforts to reduce consumption have been conducted, a decrease in violent crime was so obvious.

3.2

Illegal Drugs Based on numbers alone, it would be incorrect to assume that there is a direct causal relationship between drug use and crime, although studies of heroin addicts dominate the literature because of the apparent link the crime (Ball et al., 1983). Studies of heroin users found that drug use accelerates the active level of a drug crime by a factor of four to six times (Ball et al, 1983. Johnson, Lipton, and Wish, 2001). The conclusions of cocaine crime have been reported (Goldstein., 1981). First impressions of the studies of crack-related crime indicate that crime rates among users of crack is equal to or greater than the rate of heroin-related crime. On the other hand, the results of an Office of National Drug Control Policy (ONDCP) report (2000) suggest that the drugs can cause violent crime, it is based on competition in the illegal drug trade, conflicts between users and vendors, or lack of social control among drug users. In another example of drug-violence in relationships, a study by Valdez, Yin and Kaplan (1997) examined the data to predict the result of the crime of aggressive drug and alcohol-related variables in a sample of 2364 men. In general, they found that to be accused of a crime related to aggressive testing positive for drug use. On the basis of these studies and others (Sampson and Laub, 2001, Raynor and Vanstone, 2002; Palmer, 2003; Burnett, 2004) that, regardless Whatever the reason, there seems to be a pattern of results suggests that violence often accompanies drug use.

4 causal models of drug-related crime

According to Goldstein (198L), four causal models for clarify the link between drugs and criminal activity. The first of these, the psychopharmacological model suggests that the person is physically and psychologically affected by their drug use, which makes him act. This is most evident among those who not a violent person, because the drugs can cause normally rational to act outside the norm. Among the studies that have been made, the effects psychophannacological were found more consistently in any alcohol use other drugs. psychopharmacological effects have also been shown in studies of illicit drugs. Barbiturates can often lead to violent or aggressive behavior. Chronic use of cannabis, opiates, amphetamines, and also increases the risk of violence (Miczek and al., 1994). psychophannacologica1 Although research does not match the criminal activity with a corresponding product, research does not clarify the potential causal relationships between drugs and crime (White and Gorman, 2000).

The second model, the economic motivation refers to the need for money to support an addiction to illicit drugs (Goldstein, 1981). Support for this model comes mainly from the literature on heroin addiction . Studies show that provide evidence of economic motivation that the increased frequency of substance use necessarily raises the rate of offending the person, crimes against property especially (Sampson and Laub, 2001). self-report research Criminal Records of Prisoners provides a picture of the economic motivation. According to a survey held in 1991, it is estimated that 17% reported their crimes to get money to buy drugs (and fallow Spiess, 2000). 1997, 19% of inmates admitted committing <-! NextPage -> their crimes to obtain money for drugs (Spiess and brownfield, 2000). In general, these figures serve to demonstrate the economic link between substance abuse and crime.

systemic model third explanatory model of drug-related crime. This model suggests that negative interactions in the drug market occur due to the sale or distribution of illicit drugs (Goldstein, 1981). For example, drug-related homicides increased significantly with the introduction of crack in 1985, suggesting that systemic violence can be associated with the well loved drug of the time (Blumstein, 1995).

A fourth model can be used to clarify the relationship between drugs and crime is the common cause model, also known as the model life of the substance abuse.Essentially, this model suggests that substance abuse and criminal behavior cause by mutual and predictors. This model holds that there is a specific characteristic or variable that causes substance abuse, but many variables play an vital role in the connection between drugs and criminal activity. For example , Jessor and Jessor (2000) found that variables such as smoking, sexual promiscuity, excessive consumption of alcohol, marijuana and other drugs, theft and assault were brought together in a group behavior impacts associated with traditional attitudes.

Based on the above information, it is clear that there is an undeniable link between crime and drug use. The realization of this link leads to the belief that the prison was an opportunity for drug rehabilitation, with the assumption that treatment success was a guarantee against recurrence.

5 prisons prison drug treatment

, drug treatment programs are an integral part of efforts to rehabilitate offenders and reintegrate them into society and a strategy for reducing recidivism rates. This section will discuss the critical research in prisons, drug treatment programs, and for that, try to identify benefits DTTOs / DRR has over its predecessor, the TC, if any.

5.1

TerapéuticaInvestigación The Community has shown that the most effective treatment and efficient to trap a therapeutic community (TC). The TC for the first time in a correctional facility was established in 1962 in Nevada State Prison, with several others to follow in the second half of the decade, eventually spread to the United Kingdom and several other Western European countries (Inciardi and Martin, 1993). The therapeutic community has gradually become a well loved treatment modality based on the evidence that the TC model is an effective tool for drug treatment in prisons. Farrell (2002) found that among graduates of CT followed by seven years after the treatment success rates above 5 percent, which means that prisoners interrupted drug use and criminal activity. On the contrary, the abandonment of the monitoring program during the same period showed a 30 percent rate of success (Farrell, 2002). Although there is no consensus on what works best treatment for the types of offenders and in what places, Several studies have shown that treatment in prisons, especially the TC model, can be effective in reducing relapse and recidivism of offenders involved in drugs (Simpson, Wexler, and Inciardi, 1999).

The Foundation therapeutic community is that a person needs treatment for addiction diseaseof. Most of the TC programs as multidimensional view of the disease, which affects alltraits of the person, including their attributes social, psychological and physical. Therefore, the goal of TC is to develop a change in lifestyle of the client and the social and psychological characteristics. According to De Leon (1996: 52), substance abuse, and more specifically, drug abuse, is “integrated into a broader of personality disorders, social deviance, disaffiliation, and personal dysfunction. ” Based on this concept, the TC considers addiction as a deviant behavior that reflects the personality development of the poor as well as deficits in social skills, educational and economic (Farrell, 2002).

As

addiction affects the whole person, recovery can be achieved without treatment of all aspects of the person. The therapeutic community is different from other types of addiction treatment, providing a residential environment for offenders, by providing an environment to change their way of life free of social pressures. A major problem in drug-related offenders is that the environment of the community outside the prison is often a major contributor to drug activity (De Leon, 2002). Therefore, the accused family environment with a vacuum treatment, self-destructive characteristics allows the possibility of full recovery.

Recognizing that addiction is a multidimensional problem that is half the battle, the other half is the recognition of different stages of addiction and the addict to accept treatment as a necessary part of his life. De Leon (1996, 2002) describes ten distinct stages that addicts go through a treatment program in CT. The first six steps are the stages of pre-treatment, to be held before the addict to accept rehabilitation. The first stage is denial, during which the individual experiences the abuse of personal property and associated problems, but can not recognize or accept that he has a problem. In the second stage of ambivalence, the drug shows some recognition of the problem, but an uneven acceptance of the consequences of drug use continues to himself and others. But, the attacker attributes his drug problems to external influences rather than seek treatment or change. Examples of these external motivations include the fears and concerns about legal issues, money problems, health problems, family problems, or other social responsibilities.

In the next step, preparing for change, the drug shows a willingness to seek change, but at this point they often choose options that are not related to treatment. For example, the drug user decides to change the geography, religion, work or relationships rather than choosing a treatment because he feels that the self is the key to detoxification. Finally, he realizes that this is not possible and prepare for treatment. At this stage, the abuser denies all other options for change, with the exception of the treatment, the treatment of perception as the only alternative. This is where the addict realizes that he needs to change not only their environment and relationships (De Leon, 1996, De Leon, 2002). During this phase, the consumer develops an intrinsic motivation for change. The abuser shows the recognition of drug use and associated problems and hopes for change on the basis of positive and negative internal reasons. At this stage of addiction, the addict realizes that change starts with his own desire for rehabilitation and treatment is a necessary part of recovery. Once the offender is aware that the treatment is a necessity, due to the treatment phase and therapeutic engagement is beginning to emerge. These include detoxification, a press release from active duty, essentially making a behavioral pharmacological detoxification and abstinence, which is a stable release of the drug for an extended period of time, continuity, which is used sobriety and personal choice to buy and maintain a lifestyle free of drugs, and integration and identity change, which allows the separation of treatment for an extended period and entry into a new style of life. At this point, self-examination took place, and sobriety is internalized (De Leon, 1996, De Leon, 2002).

Previous research in rehabilitation programs for prisoners talking about the understanding of a decades-long relationship between drug abuse / addiction and crime. While recognition is vital, it is hard to act against those who have not yet been charged with or convicted of a crime. The prison, but, offers an ideal opportunity to act on this recognition and, in fact, has been found to help reduce recidivism rates. Precisely for this reason that the prisons of the United Kingdom have rehabilitation programs that usually take the form of technical cooperation. In addition, for this reason that DTTOs and DRR are designed and approved by the legislature.

5.2 and RRD

DTTOs direct comparison with CT, DTTOs / DRR are proactive rather than reactive approaches to reduce crime rates through the drug treatment. TC takes place in the prison and, as such, can be defined as the state’s response to substance abuse among inmates. DTTOs / DRR are developed, but, in the community can be defined as mandatory treatment programs for drug addicts in order to reduce the chances of your crime as a way to embrace life. Is, in other words, a proactive response to crime which involves the orientation of persons considered vulnerable to crime.

According to a report of the House of Commons by the National Audit Office (2004) noted that mandatory testing of those arrested in the crime found that between 36 and 66% had committed their crimes under the influence of drugs. Based on these results, the Interior Ministry presented DTTOs designed to reduce crime rates through the court-ordered compulsory registration of offenders tested positive for drugs in the drug treatment community programs (NAO , 2004). Presented under the Crime and Disorder Act (1998), DTTOs made available to courts of England and Wales since October 2000 and gave the courts the power to impose sentences of “mandatory -! NextPage – treatment programs> in the community, involving regular drug tests to determine compliance with the program (NAO, 2004).

Before national implementation of DTTOs, pilot studies were conducted in England and Scotland between 1999 and 2000. The results of these studies were positive and highlighted the potential of the judiciary mandatory community-based detoxification programs on substance abuse treatment and, therefore, contribute to the security to leave the crime (Eley et al. , 2002). Turnull (1999) confirms these results. He emphasized that the experimental studies indicate a significant reduction in drug use among the participants and an associated decrease in crime. While recognizing that a significant percentage of participants did not complete their treatment after drug use, Turnbull (1999) stresses that the transition from hardcore to soft drugs and significantly reduced levels of drug use. In fact, the results of these studies indicate that the average offender, participants was 500 pounds a week before treatment to 30 pounds a week after completion of treatment program (Turnbull, 1999). The results of these pilot studies encouraged the national implementation of DTTOs.

results of the post-implementation are not encouraging. As Hough et al (2004), one to two years of follow-up study indicated that recidivism rates are not significantly affected. The study of 161 offenders who received DTTOs, the authors found that rates of completion of the program were very low, hovering around 30%. For people who have not completed the treatment program, the recidivism rate is about 80% while for those who do, the recurrence rate was significantly reduced (Hough, 2004). The point here is that while DTTOs has the potential to reduce recidivism rates, low completion rate of DTTOs limit the ability to realize their full potential. Turnball and Webster (2007) that the same argument for DRR. The potential is there, but it is not possible due to large numbers of offenders completed the program and tend to be taken lightly. It is, therefore, critics argue that the imperatives of respect or shut up and bring offenders to treatment programs in prison rather than community (Turnbull and Webster, 2007).

6 Conclusion

study said that the relationship between drugs and criminal behavior can not be ignored. Supported by empirical evidence and researched countless academics and criminologists have argued that reducing the crime rate is partly based on the orientation of the link. The argument is based on the assumption that the treatment of addiction to significantly reduce the likelihood of recidivism and, quite possible, offset the chances of your final embrace of crime as a way of life, mainly determined by the imperatives to support their habit. This link has been developed through programs in prisons and others that take place in the community. The former have proven effective, but the second, which take the form of DTTOs and DRR, no. This is because the basics of DTTOs / DRR are weak or terrible in itself, but because the rate of completion of the program are low and, therefore, recidivism rates are high. It is, therefore, that efforts should be redirected towards meeting DTTOs / DRR and completed safely.

insurable are drug users?
Canadian

2009 alcohol and drug use Monitoring Survey shows that cocaine and crack are among the drugs most used by adults and adolescents, second only to marijuana.

This is because the use of illegal drugs is a pre-existing condition. Current drug users is still possible to qualify for simplified issue insurance of life. These policies have no medical evidence as a prerequisite to approval and many of them do not require the applicant to all questions related medical drugs. Thus the domestic life insurance leading from cocaine, heroin and ecstasy:

If the drugs were for four years or more, the price offer will probably result in a policy evaluation if the applicant is otherwise in excellent shape. A score of policy means that the insured qualifies, but pay a higher premium in their coverage because the insurer assumes a higher risk. The notes are usually multiple and can vary from 50% to 400% in the rate of customers plot estándar.Si stopped taking the drugs for more than four years, the insured may be eligible for the premium standard (ie no policy evaluation). What you need to know about the procedures for drug treatment

The meaning of “addiction” is described as the consumption of psychotropic drugs and drugs to improve athletic performance for non-medical. Examples of drugs used are alcohol, barbiturates, morphine, benzodiazepines, cocaine, heroin, amphetamines and other opiates such as hydrocodone and codeine. The meaning of other drugs can be grouped into four distinct groups: the medical definitions, the ground contact and the use of slang, definitions of social protection, and political and criminal classifications.

Since drug abuse and drug addiction can affect an individual, it is vital to encourage drug addicts to get treatment for addiction. There are different types of addictive drugs available today. Methodology of drug treatment may be different from the alternative drug to another. Methods of treatment also depends on the uniqueness of people with addiction problems and may be different when it comes to methods. Many addicts are facing problems in relation to physical and psychological problems. On the other hand, there are some addicts who are facing problems related to work-related topics or the public. Unfortunately, public affairs makes a lot of difficulty dealing with problems of addiction / dependence conditions of people who are dependent on illegal substances.

The attempt to stop the drug falls shortly. Although there are a number of small-term tests, exploits the long-term prowess are still rare. A number of treatment processes that were invented to help addicts quit their addiction to drugs. Treatment methods are different approaches, such as harm reduction, abstinence-based therapeutic systems, drugs and legal means. The process of drug treatment are divided into two groups. The first category includes a set of common services for drug treatment, while the latter includes criminal justice, due process />
Methodologies addiction

(1) Agonist Maintenance Cure:
This treatment technique is widely used to combat drug abuse and is often called procedure methadone. In this program, certain synthetic substances and opiates such as methadone or LAAM apply. These substances are constantly consumed in sufficient quantity to prevent the elimination of opiates and arresting the effects caused by the abuse of opioids. Desire for opiates also decreases over time. Comprehensive advice is usually done throughout this process.

(2) narcotic antagonist naltrexone Cure with the application of
Usually this treatment program is an extension of the treatment program previously mentioned abuses. Here, the naltrexone is used as a substitute for LAAM or methadone, a synthetic antagonist of long duration. It is significant that the addicted person is free of opiates for several days that naltrexone could be used. Now it should be noted that this antagonist has no subjective point of view of addiction and effects as well. Rehabilitation and counseling are also needed in this type
(3) Cure Outpatient Drug Free
This method of drug treatment has become well loved over the day. This process is not associated with rehabilitation. In this case, the necessary drugs are given after hearing the statement that the patient addictive. As an alternative to individual therapy, group therapy takes place in the substance abuse treatment program. This program is less expensive compared to the two categories mentioned above. This method of treatment is going well with workers, students and people with broad social and family humor.

(4) long-term
residential treatment program
In this case, people with substance abuse problems are allowed to enter particularly in residential treatment centers for drug addiction surrounding non-medical purposes. There are several residential treatment services offered. The cognitive-behavioral therapy and the therapeutic community are two of the most well-known. These centers include patients, doctors, counselors and other staff. Length of residence is approximately six months to one year. During this period, the necessary drugs are provided to mentally ill and advice addictive is made. This process is useful for addictive patients have the misfortune not to have the encouragement of public and family is necessary.

(5)

This treatment is really based on a model also known as step 12. First, this procedure has been scheduled for treatment services for alcohol dependence, but soon found that this process is also useful for treatment services for cocaine abuse.

(6)
medical detoxification
In this type of program for drug treatment, the remains of prohibited drugs are released from the human body. In general, the human body is detoxified during the treatment period. The whole procedure is under scrutiny by an experienced doctor. It is also essential to reduce the addictive nature of the addictive person through counseling.

(7) Legal
treatment services
It is a fact that drug addiction is absolutely illegal. In cases where the abuse of addictive drugs a person, you are bound to experience drug treatment techniques abuse that comes from grief. There are two types of legal processing services:. The program prison drug treatment and the program of community treatment

Americans sweep the charges against Mexican drug cartels: But, few in custody

Areas Mexican drug cartels influence

According to federal figures typical of massive coordinated actions only produced eight defendants arrested in the areas of Chicago and Atlanta last week. Earlier this year, according to reports, another 10 children accused of level, all email clients or organizations have been charged separately in Chicago. Five defendants, all of New York, wholesale distributors or logistics coordinators posters, have been charged separately in Brooklyn. None of the heads of Mexican drug cartels have been arrested as a result of these accusations. In total, 58 people were charged in the investigation coordinated between the attorneys U. S. in Brooklyn and Chicago, but few have stopped.

All but one of the defendants face a maximum sentence of life imprisonment if convicted of the charges against them.

The sealed indictments seek the forfeiture together more than $ 0.8 million of income for drugs. In addition, more than 32500 kg of cocaine were seized, including about 3,000 pounds seized during the investigation of Chicago, about 7500 kg seized in the investigation of New York and 22500 kg were seized prior related activities of the Federation. attacks details as charges of 64 kg of heroin and more than $ 0.6 million in cash during the investigation.

In one of the sealed indictments in Brooklyn, Vicente Carrillo Fuentes is accused of being the leader of the violent Juarez cartel, which operates in the Juarez-El Paso corridor, a major drug smuggling routes to the Mexican border along U. S. in the southern United States. The DEA estimates that about 90 percent of the cocaine entering the United States through Mexico. The Juarez cartel would have received several tons of cocaine into Mexico from the Colombian cartels and the Norte del Valle Defense Forces of Colombia (AUC), a Colombian paramilitary organization and drug trafficking. Prosecutors said the Juarez cartel maintains its power through corruption and by numerous terrorist acts, including kidnappings and murders.

Three of the alleged leaders were charged in both Brooklyn and Chicago. Joaquin “El Chapo” Guzman Loera, Ismael “El Mayo” Zambada Garcia and Arturo Beltran Leyva, who is apparently one of the drug traffickers in Mexico’s most powerful, it is argued that current and former leaders of a union of organized crime known as “Sinaloa Cartel” and “Federation.” Each of these is designated as a priority or CPOT organization established by the Working Group organized crime drug enforcement (OCDETF).

Overall, the Brooklyn four-and eight indictments charged in Chicago, between 1990 and December 2008, Guzman Loera, Ismael Zambada Garcia, Arturo Beltran Leyva and others were responsible for importing the U.S. and distribution of about 200 metric tons of cocaine, larger quantities of heroin, and smuggling of bulk U.S. to Mexico more than $ 0.8 million in cash receipts from the sale of narcotics in the United States and Canada.

“The charges announced today are the result of a radical effort to stop domestic and international traffic of drugs through the states of Mexico / United States and in our communities “said J. Benton Campbell, U. S. Attorney for the Eastern District of New York. “We will apply all available resources to win this battle.” Mr. Campbell expressed his appreciation and gratitude to the Working Group of the ICE DEA in New York agencies to research the Eastern District, and the help provided by the ICE and DEA in Miami , Houston, Mexico and Colombia.

“These allegations are some of the most vital charges of drug conspiracy never came back to Chicago,” said Patrick J. Fitzgerald, US Attorney for the Northern District of Illinois. “They charge two large organizations international supply with the importation of several tons of cocaine and large amounts of heroin to the United States, often to customers in the wholesale distribution of Chicago, as well as customers in other cities. Defendants have used nearly every way imaginable transport to go large quantities of these drugs and the funnel large amounts of money in Mexico. I applaud the efforts of the DEA investigators who have worked hard to place these files together. “Mr. Fitzgerald also thanked the agents of the Internal Revenue Service Criminal Investigation Division in Chicago and US Attorney Office of the Eastern District of Wisconsin in Milwaukee for your help.” Charges today are a new attack on the leaders of the Mexican drug cartels, “said DEA Acting Administrator Michele M. Leonhart. “Our relentless investigations penetrated deep into widespread criminal organizations, connecting street operations in U.S. communities like Chicago and New York, drug lords in Mexico over the head any errors, .. with our partners in Mexico courageous, we will break the cartels and their leaders continue “

” The security forces in the Americas are working more closely than ever and the creation of a united Europe without frontiers crime against the drug cartels, “said Homeland Security Assistant Secretary for ICE John Morton. ” This is an vital step in the distribution infrastructure of criminal organizations. “

According to one of the charges in Brooklyn, between 1990 and 2005, Guzman Loera, Ismael Zambada Garcia and Arturo Beltran Leyva and Hector Beltran Leyva, Jesus Zambada Garcia Villarreal and the leaders of the Federation, conspired to import over 120 metric tons (264,000 pounds) of cocaine to the United States through agreements of cooperation and coordination that the Federation forever. The members of the Federation of shared transportation routes and obtained their drugs, drugs of various organizations Colombian drug in particular, the Colombian Norte del Valle Cartel. For example, in 2004, two shipments totaling 22,500 kilograms of cocaine were seized by the US Coast Guard off the coast of Mexico. The indictment alleges that the defendants used “rogue” or hired killers, who have conducted hundreds of acts of violence in Mexico, including killings, abductions, torture and violent collections of drug debts, under his leadership. ” / P> The indictment alleges that Chicago, in about early 2008, Arturo Beltran Leyva split his alliance with Guzman-Loera, Ismael Zambada Garcia and the Federation due to various issues, including control of drug routes lucrative U.S. and customer loyalty wholesale drugs, including the alleged leaders of a cell distribution in Chicago. The office of allegations that Guzman Loera and Ismael Zambada Garcia, with seven other key employees, including its two son, Alfredo Salazar Guzman (Guzman Loera son) and Jesus Vicente Zambada Niebla (son of Ishmael Zamada-Garcia, to be held in Mexico), under the coordination of their activities trafficking drugs to the importation of several tons quantities of cocaine from Central America and South America through Mexico and the United States using various means of transport, including the Boeing 747 cargo planes, submarines and other submersible vessels and semi-submersible, container ships , motor boats, fishing boats, buses, cars, tractor trailers and cars

Guzman Loera and Ismael Zambada Garcia would have coordinated their activities and trafficking of cocaine to heroin to wholesalers across the United States, including a cell distribution in Chicago in which 16 people were charged today sealed indictment. On average, the cell of Chicago would have received between 1,500 and 2,000 kilos of cocaine a month, sometimes, getting all or Most of this amount of Guzman Loera and Ismael Zambada Garcia and factions of the Sinaloa cartel under their control while achieving a significant part of this amount of Arturo Beltran Leyva cartel. In Chicago, the charges allege that large quantities of cocaine and heroin were distributed to customers in Cincinnati and Columbus, Ohio, Detroit, Milwaukee, New York, Philadelphia, Washington, DC, Vancouver, British Columbia. and other places

Guzman Loera, Ismael Zambada Garcia and factions of the Sinaloa cartel allegedly used various means to escape their control enforcement and to protect their drug distribution activities, including obtaining firearms and other weapons, corruption, violence and threats of violence “- – Next page>, intimidation and threats of violence from members of the police, rival drug traffickers and members of their own drug trafficking organizations. Prosecutors said Guzman Loera, Ismael Zambada Garcia and his son, Jesus Vicente Zambada Niebla, discussed obtaining weapons from the United States and the use of violence against government buildings in the United States and / or Mexico in retaliation for the execution of each country its drug laws and to perpetuate their activities with drug trafficking.

In another indictment of Brooklyn, the brothers Luis and Esteban Rodriguez Olivera-paid with the chief of the gringos, an organization of drug traffickers who shot to fame in the Federation. According to court documents, the Gueros operated a narcotics supply route that originated in Mexico spread to Texas, then divided into several areas, including metropolitan New York. Between 1996 and 2008, whites would have imported more than 100,000 kilograms of cocaine to the United States. The DEA estimates that between 2004 and 2006, the organization was responsible for sending more than 2000 kilograms of cocaine in New York alone. In January 2006, Mexican authorities seized approximately 5200 kg of cocaine from the organization in the United States.

Tirso Martinez Sanchez said one of Brooklyn to charges of being an organizer and leader of a organizing massive international drug importation, distribution and transport is responsible for the distribution of multiple tons of cocaine to the United States United States. Martinez-Sanchez organization allegedly imported cocaine to the United States from Mexico through the California and Texas, and transported the cocaine to land large distribution centers, including Los Angeles, New York and Chicago. In addition to coordinating the distribution of cocaine from his own organization, Martinez-Sanchez would also transported and distributed narcotics for members of the Juarez cartel and the Federation.

“Break the perilous cartels and stem the flow of drugs, weapons and money across the border of South West is a priority for the Department of Justice, “said Attorney General Eric Holder. “Cartels, whose leaders are accused are presumed today that multi-channel networks drugs on our streets and what invariably follows more crime and violence in our communities. Accusations today demonstrate our firm commitment to end the leaders of these criminal organizations where you are. We will continue to support our partners in Mexico to dismantle drug cartels insidious. “

” Realizing that neither of our two countries can earn more than the drug dealers on their own, we built the bilateral cooperation between the United States and Mexico that allows us to combine our resources and legal research to dismantle these transnational drug organizations and bring to justice the leaders, “said Attorney General Eduardo Medina Mora of Mexico.” We can only protect the right of societies to live in peace and harmony through our trust governments and shared responsibility. “

The five worst prescription drug

have a recipe for a certain medical condition? You are one of many then. In fact, over 50% of Americans take at least one type of prescription drugs regularly and surprisingly over 80% of Americans take some type of medication, like Tylenol on a regular basis. But, incredibly, there are a few recipes that should have been disqualified from the beginning, some who can not believe that approval of the FDA. Do you take any of them?

The worst of the first prescription drug Vicodin and Oxycontin drug. They are not listed here because they have the worst side effects, but because they are more freely available and most abused. In fact, Vicodin and oxycotin account for more deaths than all illegal drugs such as cocaine, methamphetamine, heroin, LSD, etc. combined. The reason is because alcohol should not be mixed with any of Vicodin and Oxycontin. But, nearly all those who abuse these drugs combined with alcohol. The number of pills taken should not be more than 1 or 2 at a time. There are those who take 4 or more pills at a time. Combine 4 tablets with alcohol and you have a recipe for disaster.

There are certain classifications used by the research centers that drugs based on their rate of profit in relation to risk ratios. What is hard to know is why there are certain drugs that are classified as “the worst drug” which means there are few benefits and high risks, but, some of them are still approved by the FDA. The drug Vioxx, a drug against arthritis pain, was recently withdrawn from the market. The people who took Vioxx had a significantly higher risk of heart attack, or rather a large number of people dead. It is one of several drugs in pharmacy banned, most of these drugs to lose weight. The FDA has banned these drugs, but, can still be bought illegally /> Third we will cover the drugs with the worst effects side. For example, a drug that the FDA approved and is still on the market known as Mirapex, which is used to reduce symptoms of Parkinson’s disease. Many people take this drug to develop amnesia. Amnesia is also common in those taking cholesterol medication. As a human being relates, Duane Graveline, a former astronaut, reported back from a small Lipitor and not recognizing his wife while he was taking. Then he lost his memory of events beyond their high school diploma. A drug that is designed to help treat symptoms of menopause is called EvaMist. But, side effects include cancer, stroke, heart attack, clots blood, and even dementia! What is the severity of menopause you should be ready to take such risks? Chantix, a drug used to help quit smoking, causes people to commit suicide. Lariam is a drug given to soldiers and tourists to help stop the spread of malaria, but often get the time it takes to have intense hallucinations and psychotic behavior. Many of those treated with Plavix, a drug that is supposed to help prevent heart attacks, vomiting of blood, as a side effect. How is it that the FDA considers these drugs as acceptable for use by the public?

Fourth we will cover the worst drugs are so common that we stop to consider how it is terrible for you, for example, Prozac. Depression has become a common disease and conventional medicines used to treat high-profile, that when we hear them say that they assume are reasonably safe. This is far from the truth. Side effects of Prozac include insomnia, nausea, weakness, headache, diarrhea, loss of appetite, drowsiness, anxiety, nervousness, tremor, dry mouth, decreased libido, yawning, indigestion, dizziness, sweating, impotence, ejaculation problems, flushing (redness of the skin especially the face), abnormal dreams, constipation, gas, vomiting, fever or chills, weight loss, vision changes, chest pain, high blood pressure (hypertension), increased appetite and weight and changes in taste. Many of those taking Prozac experience many of these side effects. But more than all these combined is how Prozac affects the mind of the person. The person is probably more accurately described as a zombie.

fifth worst drugs are those that are most addictive. Vicodin and OxyContin on the list again, maybe that’s part of why so many deaths are the result of taking these drugs. Despite these facts, the FDA follows the rules of these drugs as well. What is the difference in drugs and other weeds of Vicodin? Perhaps only because the authors can not control the production of illegal drugs like Vicodin, which they control, which is, all profits go to them? drugs such as Demerol, Percocet *, Darvocet, ** he Ritalin and amphetamines are highly addictive and more drugs are pushed on the black market to our children in their schools. You do remember Jr High? How vital is peer pressure for you, then? We all had to adapt when her 13-year-ancient peer pressured into making this thing that will ruin your life?

So there is an alternative to these evils? Is it possible that we can stop this? I do not know how to stop it, but I know there are alternatives. There are alternative methods to treat problems of many of these drugs treat diseases. As for his 13 years yeard, my best advice is to talk to you that you know about these drugs and how they are terrible for her.

Mexican cartels are now

advertising for youth to grow and come to join their ranks to fight the Mexican army. The ads and banners premise those who join a lot of money for food and a place to stay, even during training. The Journal has learned that this type of advertising is plotted for Juarez, Tijuana and other border towns of Mexico.

Federal authorities say these camps have Afghanistan and other middle eastern instructors who teach the latest tactics used military fighting in Iraq and Afghanistan by the Islamic radicals are fighting and killing American soldiers and allies in these countries. Mexican authorities admit they know of special training camps in the Mexican states of Tamaulipas and Michoacan, where newly recruited Zetas take intensive six-week training in weapons, tactics and intelligence.
Iran is expected to provide at least some money for recruitment and training. Training camps are teaching technique gorilla hit and run. Cells of Foreign Terrorist Organizations (FTO) sent their veterans to oversee the training of new troops and lead the war against the Mexican government on behalf of the Mexican cartels. Trained fighters of Al Qaeda, Hezbollah (Party of God) Hamas (Islamic Resistance Movement) and the Revolutionary Armed Forces of Colombia (FARC) have been in Mexico and the Department of Homeland Security (DHS) reported estimates of cell that these terrorist organizations by the United States as well. In a excellent position at the CIA.
El Diario de El Paso was informed by an anonymous caller claiming to be a lieutenant of a Mexican cartel, said in advance, “Mexican drug cartels would be advertising for the recruitment of soldiers to form cartels to combat the The Mexican army was sent to the U.S. border to extinguish the Mexican drug cartels. “Today, for a week or more since making predictions of the chain of banners across a main street in Nuevo Laredo, Mexico advertising for recruits. He also says that Internet advertising would also held. His predictions have been accurate to date. He spoke of the Mexican army to reach each border town before them. The Journal has reported any of his predictions to date without confirmation from other sources independent and reliable connected.
The Government of Mexico for the first time that Islamic militants have already begun to infiltrate the country in the Mexican state officials before and after September 11 2001 terrorist attacks said that “Islamic extremist organizations attempted to establish a presence in Mexico “former national security adviser and the Mexican ambassador to the UN, Adolfo Aguilar Zinser, said that” the Spanish investigation and Islamic terrorist groups are using Mexico as a refuge … In light of this situation continues to dismantle these groups can not cause problems. “He also mentioned that terrorist groups in question are in the north. “Islamic people” in Mexico sparked speculation among observers that the Shiite terrorist organization Hezbollah has established cells in Mexico.
Comments made by Mexican authorities indicate the real possibility that al Qaeda is present in Mexico and may try to cross the U.S. border southwest to carry out more attacks.
The former director of central Mexico and the National Security Intelligence (Central Intelligence and National Security, CISEN), Eduardo Medina Mora, said the possibility of an al Qaeda attack against the United States launched Mexico “can not be excluded.”
National Migration Institute (INM-INM) official Felipe Urbiola Ledezma made more alarming statements in statements to the press, Urbiola said: “We have people in Mexico related to terrorism and we are seeing unusual immigration flows .. . [People involved] ETA, Hezbollah and even some with ties to Osama bin Laden. “
Other terrorist and criminal groups in Mexico, including the Russian mafia groups Poldolskaya, Mazukinskaya, Tambov, and Izamailovskaya were detected in Mexico. The band based in Moscow Solntsevskaya is also reported to be present in the country, like other mafias of Chechnya, Georgia, Armenia, Lithuania, Croatia, Poland, Serbia, Hungary, Albania and Romania. Its main activities are drug and arms trafficking, money laundering, prostitution, trafficking in women from Central and Eastern Europe and Russia, alien smuggling, kidnapping and Credit card fraud.
Mexican newspaper Reforma reported that the major U.S. intelligence agencies had detected a partnership between the Tijuana Arellano Felix Organization (AFO) and Russian mafia groups in Southern California. In a separate tale, Reforma reported that members of the former KGB-affiliated group in San Diego had met with AFO operative Kurganskaya Humberto Rodriguez Banuelos.
Reforma reported that at least the past decade, the Russian mafia was supplying Mexican drug traffickers with radars, automatic weapons, grenade launchers and small submersibles in exchange for cocaine, amphetamines and the heroin. He cited a 1996 sting operation in which undercover DEA agents posing as Russian mafia members sold Carillo Fuentes operatives 300 AK-47 rifles and ammunition in Costa Rica.
Ten years ago, ten Russians, including four known members of the Russian mafia, were arrested at the Mexico City International Airport when he arrived on a KLM flight to Amsterdam. The members included Aleksandr Zakharov mafia, one of the leaders of the Moscow mafia and founder of the Uralinvest, known to have a major role in organized crime in Russia. Another detainee was Nicolay Novikov, a Uralinvest administrator who had been imprisoned three times for arms trafficking. A third was Yevgeniy Sazhayev, who was arrested twice for drug trafficking. The fourth was Vladimir Titov, wanted for several murders and had escaped from several prisons in Russia with the help of the Mafia. The four men who were traveling with six women, apparently on the way to Acapulco and Cancun. The group was expelled. The head of Interpol in Mexico, Juan Manuel Ponce, corroborated accounts that the group had been with weapons and a substantial amount of cash.
According to Mexican analyst Jorge Fernández Méndez, the Russian mafia boss had come to Mexico to mediate gang warfare raged between the CFO and the various groups for control of trafficking routes through Mexico, after the death Alejandro Paez.
It is well known that the Russian mafia is deeply rooted in the structure of criminal drug cartels in Mexico and still plays an vital role in the supply of firearms and other weapons to cartels and are purveyors of drug traffic, money laundering, prostitution, trafficking in women from Central and Eastern Europe and Russia, alien smuggling and terrorism, kidnapping against ransom.
The self-proclaimed Mexican drug lords lieutenant said, “we will offer Mexican soldiers very attractive salary packages and other benefits to cross and go to work for us.” He told the magazine, we can see that the development of new is happening soon. It also predicts that “the current active duty soldiers of the Mexican and Mexican federal police will be killed by the soldiers well armed and trained the cartel.”

Why many employers use time random drug testing?
Perhaps the most controversial of all drug issues is drug testing in place. Companies have the right to seek justice in the field testing of drugs, if they have reasonable grounds to suspect drug use or not. Very few companies have implemented a policy of total site screening for illegal drugs. This practice can be considered similar to a lottery. Whenever you are selected, then it’s your turn to testing for illicit drugs. The staff member may notice small or nothing in these cases.

Companies often exercise their right to administer time random drug testing as a means of establishing whether an employee is abusing drugs, because drug use in work is responsible for regulating the days of the disease, ill health and accidents at work. Assuming that many companies insist on pre-employment screening, many argue that random drug testing is more productive, revealing that drug users in their workforce. With drug testing prior to employment, the employee is often a couple of hours early warning and could try to “pretend” in the test. Many products on the market to help drug users overcome the tests of illicit drugs such as fake urine or chemicals that mask the appearance of a particular drug, there are many methods for illicit drugs overcome trials.

Nearly all the evidence at the scene of illicit drugs takes place in areas where drug abuse is perilous for other workers. Factories and warehouses are two examples of companies that have regular random drug tests. Factory workers under the influence has often been the cause of serious and sometimes fatal. Illicit drug users who work with heavy machinery or injury to the production line. The random drug tests can often lead to quicker, with inconclusive results. Some employers have drug testing kits available on the site, and a smear of the mouth can give an immediate result positive or negative.

Despite arguments against random drug testing, employers often stand firm in their choice to implement this policy. If there is a suspicion or not, companies have the right to require the detection of illicit drugs when they want. It is in the best interest of the staff member to refrain from the use of illegal drugs, either currently working or not. Although privacy advocates argue that random testing is to deny the personal right of the employee’s privacy, the fact is that companies could use this technique whenever they deem it necessary. The discussion will more than likely remain so in the coming years.

Some of the strategies used to try to pass a drug test does not work at all, and some are really perilous. Agents such as niacin, showed very serious side effects and risks to the user. If you want to learn the authentic techniques, perfect to beat a drug test, be sure to see the resource box below.

methods of drug testing

Drugs is now a common problem among young people. There are several reasons behind this dependence. All of a drug addict. This may be the experience, it is likely that the drug is fashionable to do so. Friends and relatives are also responsible for this dependence. Out of depression, despair and men can be addicted to this leisure activity of illegal drugs. Drug is a biological substance that can be synthetic or synthetic and not take everything with a purpose. The goal may be to alleviate symptoms or cure diseases such as preventive medicine, etc., but the term usually means something illegal drugs and recreational drugs. There are many drugs and many ways to injection drug use.

But, in the United States to see that habit and addiction of government recommended that all institutions have the right to test his subjects, a drug test before using in your office . Can be an office or school. But if the authority wants to try to confirm this issue, then you can not protest, but you have to do the test. In fact, it can not confirm any behavior if he or she is addicted to drugs or something. To verify his suspicion that to do so. Common symptoms are inattention, lack of interest in his work, neglect of family, mood swings, decreased self-esteem, change in style, and change of dress sense , school absenteeism and repeated in the workplace are some of the visible symptoms of drug use and now the company does not want to lose the power of money to hire a drunk or drugged drugs. Thus, everyone prefers this test before sending the letter of appeal to his troops.

Now we need to discuss the various methods of drug testing. Now, the methods of drug testing are as follows. The presence of drugs in the body of a person is determined primarily by four trials. They test urine, hair / Test of the hair follicle, blood and saliva test. The applicant must provide the samples needed for the proof of the test for a drug test team or sent to a laboratory to check the details.

In general, the common form of test is the person urine test. You must pass a urine test pass a drug test. The urine is examined by a panel set or sent to a laboratory. Another way to check is proof of the hair follicle. Have a hair is painful and therefore not in general. But, this test confirms the probable dose of drugs into the socket. Saliva analysis is not done often. The blood test is another test to be sure about it. This is an expensive test to determine the only drug in the blood of anyone.

To delete a drug test, then you must make sure that there is no trace of drugs metabolized in the body. Must buy some knowledge about the remaining time of a toxin in the system. And then take an appropriate action against the approval of a drug test.

Drug Testing – What tests are performed and what are the test methods

drugs for screening?

test conducted in accordance with SAMHSA guidelines checks for five illicit drugs in some cases, alcohol (ethanol, ethyl alcohol, alcohol). These five illicit drugs are as follows:

Amphetamines (methamphetamine, speed, crank, ecstasy) THC (cannabis, marijuana, hash) Cocaine (cocaine, crack) opiates (heroin, opium, codeine , morphine) Phencyclidine (PCP, angel dust)

But, most private employers are not limited in the number of substances can be tested and may include medications to persons legitimately and / or therapeutic treatment based on the prescription a physician. While most private employers may try all the combinations of drugs, there are frequently selected “panels”.

Control type 8 includes the substances listed above, plus:

barbiturates (phenobarbital, butalbital, tranquilizers secobarbital) Benzodiazepines (tranquilizers like Valium, Librium, Xanax), methaqualone (Quaaludes)

typical 10 panel test includes more than 8 panels:

test

Methadone (often used to treat heroin addiction), propoxyphene (Darvon compounds) may also be addressed to:

hallucinogens (LSD , mushrooms, mescaline, peyote) inhalants (paint, adhesives, lacquers) Anabolic steroids (synthesis, muscle building, hormones) Hydrocodone (prescription medication known as Lortab, Vicodin, oxycodone) MDMA (commonly known as Ecstasy)

test methods:

There are a number of different DNA samples can be chemically tested for evidence of recent use of drugs. Although some state laws dictate what types of tests can be used, a number of technologically feasible options. The urine sample is the most commonly used illicit drugs, reflecting the guidelines of SAMHSA, and breathing is the most common for alcohol, reflecting the guidance of the Ministry of Transport.

Urine: Results of a urinalysis revealed the presence or absence of drug metabolites in the urine of a person. Metabolites are drug residues that remain in the body for some time after the effects of a drug have disappeared. Above all, a positive urine test does not necessarily mean that a person was under the influence of drugs at the time of the test. In contrast, detects and measures the use of a particular drug in the days before and has become the de facto evidence of current use. Because alcohol passes quickly through the system, urinalysis should be done very rapidly after the consumption of alcohol to ensure a degree of accuracy. For this reason, urine tests are generally not useful to detect alcohol consumption in relation to illicit drug use and prescription, which is simpler to find in the urine.

Breath: A breath test for alcohol is the most common test to find how much alcohol in the blood. The person being tested blows into a unit for alcohol breath, and the results are given as a number, known as the alcohol concentration (BAC), which shows the level of alcohol during the test. BACs were correlated with disability and 0.08 legal limit for driving is established in all states. Under the regulations of DOT, a BAC of 0.02 is high enough to prevent someone performs a task sensitive to security specific amount of time (usually between 8 and 24 hours) and a reading of alcohol level of .04 or more is considered a positive test and require the immediate withdrawal of sensitive safety functions. Under DOT regulations, a person who tested 0.04 BAC can not return to work until the specific functions of a return to service of process was successfully completed.

Other alternative specimens that can be used to detect the use of certain drugs of abuse include blood, hair, saliva and sweat.

Blood: A blood test measures the actual amount of alcohol or other drugs in the blood at the time of testing. Blood samples provide an accurate measure of the drug is physiologically active in a person at the time of sample preparation. Although blood samples are a better indicator of recent use of urine samples, there is a lack of published data correlating blood levels of drugs and decay with the same degree of certainty has been established for alcohol. In case of serious injury or death to an accident, the only way to determine legal intoxication is through a blood sample. There is also a very small period of detection, as most drugs are rapidly cleared from the blood and deposited in the urine.

: Analysis of hair provides a “test window”, much larger and a more complete picture of the history of drug use up to 90 days, such as urinalysis, hair testing does provides no evidence of hurt today, but only. previous use of a specific drug. The hair test can not be used to detect alcohol consumption. Hair testing is the testing of drugs in less invasive, therefore privacy issues are reduced.

oral fluids: saliva or oral fluid collected from the mouth can also be used to detect traces of drugs and alcohol. Oral fluids are simple to collect (a swab of the inside of the cheek is the most common method of data collection), more hard to forge or replacement, and may be better to detect specific substances, including including marijuana, cocaine and amphetamines / methamphetamines. Because the drugs do not remain in oral fluids until they urine, this method shows promise in determining current use and impairment.

Sweat: Another type of drug test is a skin patch that measures drugs in sweat. The patch, which looks like a large adhesive bandage is applied to the skin and worn for a period of time. A gas permeable membrane in the patch test area protected from dirt and other contaminants. Although it is relatively simple to administer, this method has not been widely used in workplaces and is used more frequently to maintain compliance with probation and parole.

When testing the drug takes place?

There are a variety of circumstances in which an organization may require a drug test. The following are the most common and widespread:

Pre-employment: employment pre-test is done to prevent people who use drugs illegally hiring. It is usually performed after a conditional offer of employment was made. Applicants agree to the test as a condition of employment and are not hired if they do not produce a negative result. But, it is possible for employees to prepare for pre-employment test by stopping their drug use for several days before the test early. Therefore, some test patterns to test employees on an unannounced basis. Some states, but, limit this process. In addition, the Americans with Disabilities Act (ADA) of 1990 prohibits the use of pre-employment testing for alcohol.

reasonable suspicion: reasonable suspicion testing is similar, and sometimes referred to as “probable cause” or “for cause” testing and is performed when supervisors document observable signs and symptoms that lead them to suspect drug or a drug-free workplace violation policy. It is very vital to have a clear and consistent definition of what behavior justifies drug testing and alcohol and suspicion must be corroborated by another supervisor or manager. Since this type of test is at the discretion of the administration, it requires rigorous training, general supervisor. In addition, employees are advised not suspected of drug use or a violation of the policy of return to work pending the results of tests of reasonable suspicion.

after the accident, property hurt or personal injury may result from accidents, testing following an accident can help determine whether drugs and / or alcohol were a factor. It is vital to establish objective criteria which will result in a post-accident testing and how and by whom will be determined and documented. Examples of criteria used by employers include: fatalities and injuries that require someone to be removed from the scene for medical, hurt to vehicles or property above a specific monetary amount, and citations issued by the police. Although the results of a post-accident test determine drug use, a positive result in itself, can not prove that the drug caused the accident. When, after a crash tests are performed, is a excellent thought for employers to allow employees not involved in an accident to return to work before or after the event. Employers must also provide guidelines to specify how long after a crash-test must occur if the results are relevant. Substances remain in the system of a person for different amounts of time and generally it is recommended that after the accident will be tested within 12 hours.

Random: Random testing is performed unexpectedly, unpredictably on employees whose identifying information (eg number, social security number of employees) was placed in a test pool from which a selection is scientifically arbitrary. This selection is usually generated by computer to ensure it is done randomly and that each person in the labor force has an equal chance of being selected for testing, regardless of whether that person has been tested recently or not . Because this type of test did not notice, which has a deterrent effect.

log: Periodic testing is usually scheduled in advance and uniformly administered. Some employers use it once a year, especially if medical examinations are required for the job. These tests are generally accepted by employees than unannounced tests, but employees can prepare to stop the medication for several days before.
/!>
Return to Work: Return to duty testing involves a single, said the test when an employee who tested positive has completed the drug treatment is required, but ready to return to work. Some employers also use this type of testing for any employee who has been absent for an extended period of time.

Other: Other types of tests are also used by some employers, for example, followed by tests or tests after the rehabilitation is performed periodically, after the employee returns to work to complete a rehabilitation or drug problem alcohol .. It is given without notice, for an unpredictable period of time specified in the drug policy at work. Other tests of overall test is similar to random testing in which it is, without notice and does not rely on any particular suspicion, but, everyone in a workplace is tested instead of a random percentage. Other types of tests are voluntary, testing, before the promotion test and return after illness.

Shopsters Vision: The Future of GPCRs in drug discovery: new technologies, business leaders, and opportunities for expansion goal

G protein-coupled receptors (GPCRs) are the most vital, the family the most widespread, most versatile and membrane receptors. They also provide the type of goals that has been exploited more efficiently by the pharmaceutical industry, with about 30% of all currently marketed drugs act on one or more GPCRs. Despite this, many GPCRs have not been effectively exploited for a variety of reasons. A series of new approaches to study GPCRs which should lead to a far more extensive and more effective, this type of goals and thus provide a lasting success of these new commercial developments.
Fantastic opportunities are not the only one that offers target objectives successfully exploit. A better understanding of GPCR structure and function has opened many more opportunities for more direct use of the recipient. A better understanding of three-dimensional structure of the receptor, the receptor signaling pathways, and alternative binding sites on receptors offer new opportunities for the development of better medicines. These drugs can be more selective or absolute selectivity may modulate some aspects of receptor function.
The strategic advantages of each approach are explored, and the role of companies specializing in the operation highlighted. These companies specialize in the disposal of companies fantastic opportunities to develop new strategic partnerships and licensing opportunities to strengthen their pipelines.

main features of this report

• Analysis of specific classes of GPCRs and GPCRs have been exploited or explored.
• The consideration of new approaches to target GPCRs and discussion of their advantages, such as the operation of the X-ray structural data, targeting allosteric sites, and selectively modulate different GPCR pathways Case histories highlight that improving the selectivity can be achieved by exploiting a better understanding of GPCR targets.
• Discussion on the evolution of targeting selected, recently deorphaned GPCRs.

Scope of this Report

• Know how new opportunities in the field of GPCRs are not limited to the poor and orphan GPCRs.
• Gain awareness of the many opportunities that are available or the expertise to improve GPCRs.
• Know that companies offer technologies that make it more relevant than potential partners.
• Identify new approaches that may be more relevant to the specific objectives of the project.

main problems of the market

• Commercial success in exploiting the GPCR was nearly exclusively confined to a small fraction (30%) of which 184 non-orphan GPCRs Class A, mainly of monoamine-activated receptors.
• The pharmaceutical industry continues to see the kind of GPCR targets have fantastic potential for commercial exploitation.
• There is a fantastic need for new and better treatments for metabolic diseases including diabetes, CNS many, and inflammatory diseases and autoimmune diseases like multiple sclerosis and COPD. Target GPCRs for the treatment of these diseases remains an attractive option because of druggability such objectives.

The main conclusions of this report

• The pharmaceutical industry more effectively exploited GPCRs that have some sort of target, with the GPCR which is about 30% objectives and operating revenues of more than one billion in 2009.
• The vast majority (80%) of GPCRs have not been effective or commercially exploited for a variety of reasons, which offers many possibilities.
• Alternative methods of modulating GPCR function significantly expand the number of possibilities with regard to the objectives and strategy, and also improve the prospects for the insurance of intellectual property.
• Companies are leading experts in the development of new approaches for modulating GPCR activity.
